HOUSE OF REPRESENTATIVES COMMITTEE ON WAYS AND MEANS REP. BRANDT IDEN CHAIR COMMITTEE MEETING MINUTES Wednesday, October 23, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Ways and Means was called to order by Chair Iden. The Chair requested attendance be called: Present: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Hertel. Absent/Excused: Rep. Neeley. Representative Warren moved to adopt the meeting minutes from October 22, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4816 and HB 4912 before the committee: HB 4816 (Rep. Iden) A bill relating to the promotion of regional convention business and tourism in this state and certain regions of this state; to provide for tourism and convention marketing and promotion programs in certain areas; to provide for imposition and collection of assessments on the owners of transient facilities to support tourism and convention marketing and promotion programs; to provide for the disbursement of the assessments; to establish the oversight functions and duties of certain state departments, state agencies, and state employees; and to prescribe penalties and remedies. HB 4912 (Rep. Hauck) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998,"by amending section 513 (MCL 436.1513), as amended by 2018 PA 479. Representative Lilly moved to adopt substitute (H-2) to HB 4816. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Hertel. Nays: None. Pass: None. Representative Warren offered the following amendment to HB 4816 (H-2): 1. Amend page 2, line 16, after "areas," by inserting "recreational facilities, sporting venues,". Representative Warren moved to adopt the amendment to HB 4816 (H-2). The motion did not prevail 3-7-0: UNFAVORABLE ROLL CALL Yeas: Reps. Warren, Byrd, Hertel. Nays: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth. Pass: None. Representative Lilly moved to report out HB 4816 with recommendation, as substitute (H-2). The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Hertel. Nays: None. Pass: None. Representative Lilly moved to adopt substitute (H-1) to HB 4912. Representative Leutheuser moved to report out HB 4912 with recommendation, as substitute (H- 1). The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Hertel. Nays: None. Pass: None. The following people submitted a card with a neutral position on HB 4816 and HB 4912, but did not wish to speak: Connor Spalding, representing the Michigan Restaurant and Lodging Association. The following people submitted a card in support of HB 4816, but did not wish to speak: Joe Agostinelli, representing the Southwest Michigan First. The following people submitted a card with a neutral position on HB 4912, but did not wish to speak: Scott Ellis, representing the Michigan Licensed Beverage Association. Representative Warren moved to excuse Representative Neeley from the meeting. There being no objection the motion prevailed by unanimous consent.
