- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, September 10, 2025 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Arbit, Foreman and Wooden. Absent: Rep. Myers-Phillips. Excused: Rep. Myers-Phillips. Representative Fairbairn moved to adopt the meeting minutes from September 03, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4427 before the committee: HB 4427 (Rep. St. Germaine) A bill to amend 1976 PA 390, entitled "Emergency management act," (MCL 30.401 to 30.421) by adding section 10a. Representative St. Germaine moved to adopt substitute (H-1) to HB 4427. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Arbit and Foreman. Nays: None. Pass: None. The Chair laid a presentation on PFAS destructor or reducer technologies and companies increasing operations in Michigan before the committee. CEO David Trueba, representing Revive Environmental, gave a presentation about PFAS technology. Questions and discussions followed. The committee returned to consideration of HB 4427. Representative St. Germain and Nathan Kissling testified in support of HB 4427. Questions and discussions followed. The following person submitted a card wishing to speak in support of HB 4427, but due to the time constraints were unable to speak: Nichole Keway Biber, representing Clean Water Action. Representative Johnsen moved to excuse Representative Myers-Phillips from the meeting. There being no objection the motion prevailed by unanimous consent.
