HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, October 24, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by Chair Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: None. Representative Frederick moved to adopt the meeting minutes from October 17, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 348 before the committee: SB 348 (Sen. MacGregor) A bill to amend 1939 PA 280, entitled “The social welfare act,"(MCL 400.1 to 400.119b) by adding section 111n. Leah Maher, representing Senator MacGregor, testified in support of SB 348. Rich Farran, representing the Health Care Association of Michigan, testified in support of SB 348. The following people submitted a card in support of SB 348, but did not wish to speak: Meghann Keit, representing the Michigan County Medical Care Facilities Council. The Chair laid SB 340 before the committee: SB 340 (Sen. VanderWall) A bill to amend 1978 PA 368, entitled “Public health code,” by amending sections 17707, 17708, 17709, 17722, 17726, 17739, 17741, 17742, 17748, 17751, and 17752 (MCL 333.17707, 333.17708, 333.17709, 333.17722, 333.17726, 333.17739, 333.17741, 333.17742, 333.17748, 333.17751, and 333.17752), section 17707 as amended by 2016 PA 528, section 17708 as amended by 2016 PA 499, sections 17709 and 17742 as amended by 2014 PA 280, section 17739 as added by 2014 PA 285, section 17748 as amended by 2015 PA 169, section 17751 as amended by 2017 PA 165, and section 17752 as amended by 2005 PA 73, and by adding sections 17742a and 17742b. Patrick Tiedt, representing Senator Vanderwall, testified in support of SB 340. Brian Sapita and Charles Mollien, representing the Michigan Pharmacists Association, testified in opposition to SB 340. Howard Kramer, representing himself, testified in opposition to SB 340. Tisha Peterson, representing herself, testified in opposition to SB 340. Nancy Lowis, representing the Oakland County Pharmacists Association, testified in opposition to SB 340. Adam Chelser, representing Cardinal Health, testified in support of SB 340. The following people submitted a card in support of SB 340, but did not wish to speak: Heather Nicholoft, representing the Michigan Council of Nurse Practitioners. David Newman, representing the Michigan Primary Care Association. Christine Shearer, representing the Michigan Association of Health Plans.
