JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, October 30, 2019 12:00 PM Room 521, House Office Building The House Standing Committee on Local Government and Municipal Finance was called to order by Chair Lower. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Absent/Excused: None. The Chair laid HB 5008 before the committee: HB 5008 (Rep. Lower) A bill to amend 1953 PA 232, entitled "Corrections code of 1953," (MCL 791.201 to 791.285) by adding section 63b. Chairman Lower testified in support of HB 5008. Questions and discussion followed. The Chair laid HB 5024 and HB 5025 before the committee: HB 5024 (Rep. Sneller) A bill to amend 1846 RS 16, entitled “Of the powers and duties of townships, the election and duties of township officers, and the division of townships," (MCL 41.1a to 41.110c) by adding section 4a. HB 5025 (Rep. Howell) A bill to amend 1846 RS 16, entitled "Of the powers and duties of townships, the election and duties of township officers, and the division of townships," by amending section 110c (MCL 41.110c), as amended by 2015 PA 248, and by adding section 3c. Representative Sneller testified in support of HB 5024 and Representative Howell testified in support of HB 5025. Questions and discussion followed. Bill Welsh, representing Michigan Pest Management Association, and Mike Rogers, representing Michigan Mosquito Control Association, testified in support of HB 5024 and HB 5025. Questions and discussion followed. The following person submitted a card in support of HB 5024 and HB 5025, but did not wish to speak: Judy Allen, representing Michigan Townships Association. The Chair laid HB 5124 before the committee: HB 5124 (Rep. Byrd) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending sections 78g and 78q (MCL 211.78g and 211.78q), section 78g as amended by 2014 PA 500 and section 78q as amended by 2019 PA 35. Representative Byrd, Eric Sabree, Wayne County Treasurer, Christa McLellan, Deputy CFO/Treasurer for the City of Detroit, Willie Donwell, representing the Detroit Board of Review, and Alvin Horn, Detroit Assessor, testified in support of HB 5124. Questions and discussion followed. Michele Oberholtzer, representing United Community Housing Coalition, Lowell Pierce, a Detroit resident representing himself, and Louis D. Piszker, representing Wayne Metropolitan Community Action Agency, testified in support of HB 5124. Questions and discussion followed. Chris Hackbarth, representing the Michigan Municipal League, testified in support of HB 5124. Questions and discussion followed Kenneth Cole, representing the City of Detroit, testified with no position on HB 5124. The following people submitted a card in support of HB 5124, but did not wish to speak: Nicole Nystrom, representing Quicken Loans. Karen MacDonald, representing the Wayne Metropolitan Community Action Agency. Andrew Kandrevas, representing Wayne County Executive Warren Evans. Chelsea Neblett, representing the Detroit Mayor's Office. Brad Ward, representing the Michigan Realtors. Representative Ellison moved to adopt the meeting minutes from October 23, 2019. There being no objection, the motion prevailed by unanimous consent. There being no further business before the committee, Rep. James Lower adjourned the meeting at 12:59 PM.
