HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, October 31, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by Chair Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: Rep. Garrett. Representative Frederick moved to adopt the meeting minutes from October 24, 2019. There being no objection, the motion prevailed by unanimous consent. Representative Liberati moved to excuse Representative Garrett from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 4459, HB 4460, HB 4990 and HB 4991 before the committee: HB 4459 (Rep. Hauck) A bill to amend 1978 PA 368, entitled “Public health code,"(MCL 333.1101 to 333.25211) by adding article 18. HB 4460 (Rep. Liberati) A bill to amend 1978 PA 368, entitled “Public health code,"(MCL 333.1101 to 333.25211) by adding section 24505 to article 18. HB 4990 (Rep. Hauck) A bill to amend 1978 PA 368, entitled “Public health code,” by amending section 16221 (MCL 333.16221), as amended by 2018 PA 463. HB 4991 (Rep. Liberati) A bill to amend 1978 PA 368, entitled “Public health code,” by amending section 16226 (MCL 333.16226), as amended by 2018 PA 463. The Chair laid SB 348 before the committee: SB 348 (Sen. MacGregor) A bill to amend 1939 PA 280, entitled “The social welfare act,"(MCL 400.1 to 400.119b) by adding section 111n. VanderWall) A bill to amend 1978 PA 368, entitled “Public health code,” by amending sections 17707, 17708, 17709, 17722, 17726, 17739, 17741, 17742, 17748, 17751, and 17752 (MCL 333.17707, 333.17708, 333.17709, 333.17722, 333.17726, 333.17739, 333.17741, 333.17742, 333.17748, 333.17751, and 333.17752), section 17707 as amended by 2016 PA 528, section 17708 as amended by 2016 PA 499, sections 17709 and 17742 as amended by 2014 PA 280, section 17739 as added by 2014 PA 285, section 17748 as amended by 2015 PA 169, section 17751 as amended by 2017 PA 165, and section 17752 as amended by 2005 PA 73, and by adding sections 17742a and 17742b. Patrick Terdt, representing Senator VanderWall, testified in support of SB 340. Larry Wagenknecht, representing Michigan Pharmacists Association, testified in support of SB 340 (H-1). David Newman, representing Michigan Primary Care Association, testified in opposition to SB 340 (H-1). Representative Calley moved to adopt substitute (H-1) to SB 340. The motion prevailed 18-0-0: FAVORABLE ROLL CALL Yeas: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Nays: None. Pass: None. Representative Frederick offered the following amendments to SB 340 (H-1): 1. Amend page 13, line 27, after the first "a" by inserting "pharmacy technician". 2. Amend page 14, line 1, after "granted" by striking out the balance of the line through "(a)." on line 2 and inserting "a temporary pharmacy technician license under section 17739b, a limited pharmacy technician license under section 17739c, or a pharmacy technician license under section 17739a.". Representative Frederick moved to adopt the amendments to SB 340 (H-1). The motion prevailed 18-0-0: FAVORABLE ROLL CALL Yeas: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Nays: None. Pass: None. Representative Frederick offered the following amendment to SB 340 (H-1): 1. Amend page 13, line 23, after "pharmacies" by inserting a period and striking out the balance of the line. Representative Frederick moved to adopt the amendment to SB 340 (H-1). The motion prevailed 18-0-0: FAVORABLE ROLL CALL Yeas: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Nays: None. Pass: None. Representative Filler moved to refer Senate Bill No. 340 as amended, as substitute (H-2). The motion prevailed 17-1-0: FAVORABLE ROLL CALL Yeas: Reps.
