- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. JASON M SHEPPARD CHAIR COMMITTEE MEETING MINUTES Tuesday, November 5, 2019 9:00 AM Room 308, House Office Building The House Standing Committee on Government Operations was called to order by Chair Sheppard. The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent/Excused: None. Representative Lilly moved to adopt the meeting minutes from September 17, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4687 before the committee: HB 4687 (Rep. Hoitenga) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 40102 and 40111a (MCL 324.40102 and 324.40111a), section 40102 as amended by 2015 PA 24 and section 40111a as amended by 2015 PA 265. The following people submitted a card in opposition to HB 4687, but did not wish to speak: Mike Tharman, representing the Michigan Hunting Dog Federation. Jim Wale, representing the Michigan United Coon Hunters. Roger Thorman, representing the Michigan State Fox Hunters. Jason Meehheff, representing the Backcountry Hunters and Anglers. Nick Beaji, representing the Congressional Sportsmen's Foundation. Kyle Rarch, representing Ducks Unlimited. Patrick Hogen, representing the Tomahawk Archers. Representative Cole moved to report out HB 4687 with recommendation. The motion prevailed 3-2-0. FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly. Nays: Reps. Greig, Rabhi. Pass: None.
