MARK TISDEL CHAIR COMMITTEE MEETING MINUTES Tuesday, September 16, 2025 10:30 AM Room 521, House Office Building The House Committee on Finance was called to order by Chair Tisdel. The Chair requested attendance to be called: Present: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter and Neeley. Absent: Reps. Posthumus, Breen, Young and Paiz. Excused: Reps. Posthumus, Breen, Young and Paiz. Representative Schuette moved to adopt the meeting minutes from September 09, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4799 before the committee: HB 4799 (Rep. Lightner) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 44b (MCL 211.44b), as added by 1994 PA 297. Representative Lightner, joined by Randy Gross, representing the Michigan Chamber of Commerce, and Zachary Matice, representing ITC Holdings Corp, testified in support of HB 4799. Questions and discussion followed. Judy Allen, representing the Michigan Township Association, testified in opposition to HB 4799. Alan Fox, representing the Michigan Association of County Treasurers, testified in opposition to HB 4799. The following people submitted a card in support of HB 4799, but did not wish to speak: Tony Mosesso, representing ITC Holdings Corp. Mike Johnston, representing the Michigan Manufacturers Association. Amanda Fisher, representing the National Federation of Independent Business. Shawon Cecil, representing Michigan Realtors. Bierlein) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding section 281. HB 4432 (Rep. Frisbie) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding section 282. Representative Bierlein and Representative Frisbie, joined by Scott Brooks, representing the Van Buren Fire Chiefs' Association, testified in support of HB 4431 and HB 4432. Questions and discussion followed. The Chair laid HB 4747 before the committee: HB 4747 (Rep. Tisdel) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending section 30 (MCL 206.30), as amended by 2023 PA 4. The following person submitted a card in support of HB 4747, but did not wish to speak: Kyle Innes, representing the Securities Industry and Financial Markets Association. The following person submitted a card in opposition to HB 4747, but did not wish to speak: Peter Morman, representing the Michigan Department of Treasury. Representative VanderWall moved to report out HB 4747 with recommendation. The motion prevailed 8-0-3: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona and Schuette. Nays: None. Pass: Reps. Hoskins, Tyrone Carter and Neeley. Representative Frisbie moved to excuse Representatives Posthumus, Breen, Young and Paiz from the meeting. There being no objection the motion prevailed by unanimous consent.
