BEAU M LAFAVE CHAIR COMMITTEE MEETING MINUTES Tuesday, November 5, 2019 12:00 PM Room 307, House Office Building The House Standing Committee on Military, Veterans and Homeland Security was called to order by Chair LaFave. At 12:01 PM, the Chair laid the committee at ease. At 12:02 PM, the Chair called the committee back to order. The Chair requested attendance be called: Present: Reps. LaFave, Mueller, Marino, Afendoulis, Markkanen, Jones, Chirkun, Tyrone Carter, Manoogian. Absent/Excused: None. Representative Jones moved to adopt the meeting minutes from October 29, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 118 before the committee: SB 118 (Sen. Daley) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 803e (MCL 257.803e), as amended by 2011 PA 46. David Ramey, representing the Office of Senator Daley, introduced the bill. Kim Muller and Joyce Fabian representing Blue Star Mothers of America, testified in support of SB 118. The Chair laid HB 4551 and HB 4552 before the committee: HB 4551 (Rep. LaFave) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 40111, 74116, and 78119 (MCL 324.40111, 324.74116, and 324.78119), section 40111 as amended by 2018 PA 272, section 74116 as amended by 2016 PA 1, and section 78119 as amended by 2013 PA 81. HB 4552 (Rep. LaFave) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 674, 675, 801, 803d, 803f, 805, and 811f (MCL 257.674, 257.675, 257.801, 257.803d, 257.803f, 257.805, and 257.811f), section 674 as amended by 2000 PA 268, section 675 as amended by 2018 PA 179, section 801 as amended by 2018 PA 656, section 803d as amended by 2018 PA 62, section 803f as amended by 2018 PA 681, section 805 as amended by 2013 PA 82, and section 811f as amended by 2017 PA 234, and by adding section 68c. At 12:09 PM, the Chair laid the committee at ease. At 12:01 PM, the Majority Vice Chair Mike Mueller called the committee back to order. Representative LaFave introduced the bills. Questions and discussion followed. The following person submitted a card in support of HB 4551 and HB 4552, but did not wish to speak: Mark Sutton, representing the American Legion. Lisa Marshke testified in support of SB 118. The Chair laid HB 4023 and HB 5052 before the committee: HB 4023 (Rep. Farrington) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 16215 (MCL 333.16215), as amended by 2005 PA 211, and by adding section 16215a. HB 5052 (Rep. Farrington) A bill to establish a program in which recent military medical personnel may practice and perform acts, tasks, or functions under the supervision of certain health professionals; and to provide for the powers and duties of certain state departments and entities. The following people submitted a card in support of HB 4023 and HB 5052, but did not wish to speak: Derek Dalling, representing the Michigan Podiatric Medical Association. Mark Sutton, representing the American Legion. Representative Marino moved to adopt substitute (H-2) to HB 4023. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 803j (MCL 257.803j), as amended by 1999 PA 183. HB 4684 (Rep. Vaupel) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 803k (MCL 257.803k), as amended by 1999 PA 183. Jenita Moore representing the Michigan Secretary of State, testified in support of HB 4680, HB 4681, HB 4682, HB 4683 and HB 4684. Questions and discussion followed. Representatives Howell, Sabo, Jones, and Tate testified on the bills. The following person submitted a card in support of HB 4680 and HB 4682, but did not wish to speak: Ann McDaniel, representing the National Guard Association of Michigan.
