MICHAEL WEBBER CHAIR COMMITTEE MEETING MINUTES Tuesday, November 5, 2019 10:30 AM Room 521, House Office Building The House Standing Committee on Regulatory Reform was called to order by Chair Webber. The Chair requested attendance be called: Present: Reps. Webber, Berman, Crawford, Farrington, Frederick, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza. Absent/Excused: Rep. Robinson. Representative Berman moved to adopt the meeting minutes from October 29, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 184 before the committee: SB 184 (Sen. VanderWall) A bill to amend 1978 PA 368, entitled “Public health code,” by amending sections 17905 and 17906 (MCL 333.17905 and 333.17906), as amended by 2015 PA 166. Representative Hall moved to adopt substitute (H-2) to SB 184. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Webber, Berman, Crawford, Farrington, Frederick, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza. Nays: None. Pass: None. Nesbitt) A bill to amend 1980 PA 299, entitled “Occupational code,” by amending sections 1201, 1203, 1203b, 1204, 1205, 1211, 1217, and 1218 (MCL 339.1201, 339.1203, 339.1203b, 339.1204, 339.1205, 339.1211, 339.1217, and 339.1218), sections 1201, 1205, 1211, 1217, and 1218 as amended and section 1203b as added by 1997 PA 97 and section 1204 as amended by 2003 PA 57, and by adding section 1205a; and to repeal acts and parts of acts. Hertel) A bill to require research facilities to offer laboratory animals no longer used for research to animal protection shelters for adoption before euthanization; to require research facilities to submit annual reports to the department of agriculture and rural development that provide certain information regarding the release of laboratory animals; and to provide immunity from civil liability under certain conditions. Representative Filler moved to refer House Bill No. 4496 to the committee on Agriculture. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Webber, Berman, Crawford, Farrington, Frederick, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza. Nays: None. Pass: None. Representative Chirkun moved to excuse Representative Robinson from the meeting. There being no objection the motion prevailed by unanimous consent.
