CURTIS VANDERWALL CHAIR COMMITTEE MEETING MINUTES Wednesday, September 17, 2025 9:00 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair VanderWall. The Chair requested attendance to be called: Present: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Neeley and Hoskins. Absent: Reps. Whitsett and Foreman. Excused: Reps. Whitsett and Foreman. Representative DeBoer moved to adopt the meeting minutes from September 10, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4790 and HB 4791 before the committee: HB 4790 (Rep. Thompson) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 17033 and 17533 (MCL 333.17033 and 333.17533), as amended by 1994 PA 234. HB 4791 (Rep. Steckloff) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 9135. Representative Thompson, joined by Representative Steckloff, testified in support of HB 4790 and HB 4791. Questions and discussion followed. The following person submitted a card in support of HB 4790 and HB 4791, but did not wish to speak: Graham Filler, representing Astellas. The Chair laid HB 4857 before the committee: HB 4857 (Rep. Harris) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1170a (MCL 380.1170a), as added by 2016 PA 388. HB 4108 (Rep. Prestin) A bill to amend 1963 PA 17, entitled "An act to relieve certain persons from civil liability when rendering emergency care, when rendering care to persons involved in competitive sports under certain circumstances, or when participating in a mass immunization program approved by the department of public health," (MCL 691.1501 to 691.1507) by adding section 8. HB 4847 (Rep. Frisbie) A bill to amend 2006 PA 23, entitled "An act to regulate certain health clubs with respect to potential medical emergencies; and to provide for civil sanctions," by amending section 3 (MCL 333.26313). HB 4402 (Rep. VanderWall) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 5431 and 5432 (MCL 333.5431 and 333.5432), section 5431 as amended by 2002 PA 691 and section 5432 as added by 2006 PA 31, and by adding section 5143. The following person submitted a card in support of HB 4107, but did not wish to speak: Taryn Gal, representing the Michigan Organization on Adolescent Sexual Health. The following person submitted a card in support of HB 4108, but did not wish to speak: Chardae Burton, representing the Michigan Department of Health and Human Services. Representative Prestin moved to report out HB 4108 with recommendation, as substitute (H-2). The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Frisbie moved to report out HB 4402 with recommendation that the bill be referred to the Committee on Rules. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Brenda Carter moved to excuse Representatives Whitsett and Foreman from the meeting. There being no objection the motion prevailed by unanimous consent.
