KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Wednesday, November 6, 2019 9:00 a.m. Room 308, House Office Building The House Standing Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, Brenda Carter, Cynthia Johnson. Absent/Excused: Rep. Garrett. Representative Rendon moved to adopt the meeting minutes from October 30, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 466, SB 467, SB 468, SB 469 and SB 539 before the committee: SB 466 (Sen. Bizon) A bill to amend 1973 PA 116, entitled “An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts,” by amending section 1 (MCL 722.111), as amended by 2018 PA 431. SB 467 (Sen. Bullock) A bill to amend 1973 PA 116, entitled “An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts,” by amending section 8b (MCL 722.118b), as amended by 2017 PA 257. SB 468 (Sen. Bizon) A bill to amend 1973 PA 116, entitled “An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts,"(MCL 722.111 to 722.128) by adding section 13a. SB 469 (Sen. Bullock) A bill to amend 1939 PA 288, entitled “Probate code of 1939,"by amending sections 19 and 19a of chapter XIIA (MCL 712A.19 and 712A.19a), as amended by 2018 PA 58. SB 539 (Sen. Bizon) A bill to amend 1973 PA 116, entitled “An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts,” by amending sections 5d and 5k (MCL 722.115d and 722.115k), as amended by 2017 PA 256. Representative Meerman moved to refer Senate Bill No. 466 to the committee on Ways and Means. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, Brenda Carter. Nays: None. Pass: None. Representative Liberati moved to refer Senate Bill No. 467 to the committee on Ways and Means. Representative Rendon moved to refer Senate Bill No. 468 to the committee on Ways and Means. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Brenda Carter moved to refer Senate Bill No. 469 to the committee on Ways and Means. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, Brenda Carter, Cynthia Johnson. Nays: None. Pass: None. Senator Bizon, the bill sponsor, introduced Stacie Bladen, Deputy Director at Children's Services Agency at Michigan Department of Health and Human Service, who submitted a card in support of SB 539, and explained the (H-1) for SB 539. Representative Liberati moved to adopt substitute (H-1) to SB 539. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, Brenda Carter, Cynthia Johnson. Nays: None. Pass: None. Representative Hoitenga moved to refer Senate Bill No. 539 to the committee on Ways and Means, with recommendation as substitute (H-1). The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, Brenda Carter, Cynthia Johnson. Nays: None. Pass: None. The Chair laid before the committee a presentation given by the Area Agencies on Aging. Ryan Cowmeadow, Executive Director at Area Agencies on Aging Association of Michigan (4AM), introduced Dr. Tomas B. Jankowski, PhD from Wayne State University Institute of Gerontology, and Jim McGuire, Director of Research, Policy Development and Advocacy for Area Agency on Aging 1-B, and proceeded with a joint PowerPoint presentation. Questions followed. Copies of the presentation and handout is attached. Representative Liberati moved to excuse Representative Garrett from the meeting. There being no objection, the motion prevailed by unanimous consent. There being no further business before the committee, Representative Rendon moved to adjourn the Committee. There being no objection, the motion prevailed by unanimous consent.
