MICHAEL WEBBER CHAIR COMMITTEE MEETING MINUTES Tuesday, December 3, 2019 10:30 AM Room 521, House Office Building The House Standing Committee on Regulatory Reform was called to order by Chair Webber. The Chair requested attendance be called: Present: Reps. Webber, Berman, Crawford, Farrington, Frederick, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza. Absent/Excused: Rep. Robinson. Representative Filler moved to adopt the meeting minutes from November 5, 2019. There being no objection, the motion prevailed by unanimous consent. At 10:35 AM, the Chair laid the committee at ease. At 10:38 AM, the Chair called the committee back to order. The Chair laid HB 4910 and HB 4911 before the committee: HB 4910 (Rep. Hall) A bill to regulate the prescription of emotional support animals by health care providers and requests for reasonable accommodation for emotional support animals in housing; to provide for the powers and duties of certain state and local governmental officers and entities; and to prescribe penalties. HB 4911 (Rep. Cambensy) A bill to amend 1961 PA 236, entitled “Revised judicature act of 1961,"by amending sections 5714 and 5775 (MCL 600.5714 and 600.5775), section 5714 as amended by 2014 PA 223 and section 5775 as added by 1988 PA 336. Representative Hall testified in support of HB 4910. Representative Hall moved to adopt substitute (H-1) to HB 4910. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Webber, Berman, Crawford, Farrington, Frederick, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza. Nays: None. Pass: None. Hammoud) A bill to amend 2016 PA 281, entitled “Medical marihuana facilities licensing act,” by amending sections 102, 502, and 504 (MCL 333.27102, 333.27502, and 333.27504), section 102 as amended by 2019 PA 3, section 502 as amended by 2018 PA 648, and section 504 as amended by 2018 PA 10, and by adding section 407b. HB 5160 (Rep. Liberati) A bill to amend 2018 IL 1, entitled “Michigan Regulation and Taxation of Marihuana Act," by amending sections 3, 11, and 15 (MCL 333.27953, 333.27961, and 333.27965). HB 5161 (Rep. Bellino) A bill to prohibit the sale of vapor products or alternative nicotine products that contain vitamin E acetate; and to prescribe penalties. Representative Hammoud, Representative Bellino, and Representative Liberati testified in support of HB 5159, HB 5160 and HB 5161. At 10:55 AM, the Chair laid the committee at ease. At 11:00 AM, the Chair called the committee back to order. The Chair laid HB 5164 before the committee: HB 5164 (Rep. Lilly) A bill to amend 2016 PA 407, entitled “Skilled trades regulation act,” by amending sections 907, 943, 945, and 947 (MCL 339.5907, 339.5943, 339.5945, and 339.5947) and by adding section 946. Representative Lilly testified in support of HB 5164. Garrett Jackson, representing Consumers Energy, testified in support of HB 5164. The following people submitted a card in support of HB 5164, but did not wish to speak: Derek Sova, representing the Michigan Department of Licensing and Regulatory Affairs. Leah Wawro, representing the DTE Energy. Cynthia Maher, representing the Michigan Plumbing and Mechanical Contractors Association. Representative Chirkun moved to excuse Representative Robinson from the meeting. There being no objection the motion prevailed by unanimous consent.
