BRANDT IDEN CHAIR COMMITTEE MEETING MINUTES Tuesday, December 3, 2019 10:30 AM Room 352, House Appropriations, State Capitol Building The House Standing Committee on Ways and Means was called to order by Chair Iden. The Chair requested attendance be called: Present: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Hertel. Absent/Excused: None. The Chair laid HB 4937 and HB 4938 before the committee: HB 4937 (Rep. Bollin) A bill to amend 1966 PA 261, entitled "An act to provide for the apportionment of county boards of commissioners; to prescribe the size of the board; to provide for appeals; to prescribe the manner of election of the members of the county board of commissioners; to provide for compensation of members; to prescribe penalties and provide remedies; and to repeal acts and parts of acts, "by amending sections 10 and 12 (MCL 46.410 and 46.412), section 12 as amended by 2013 PA 84. HB 4938 (Rep. Lightner) A bill to amend 1966 PA 293, entitled "An act to provide for the establishment of charter counties; to provide for the election of charter commissioners; to prescribe their powers and duties; to prohibit certain acts of a county board of commissioners after the approval of the election of a charter commission; to prescribe the mandatory and permissive provisions of a charter; to provide for the exercise by a charter county of certain powers whether or not authorized by its charter; and to prescribe penalties and provide remedies, "by amending section 14 (MCL 45.514), as amended by 2017 PA 210. Representative Lilly moved to adopt substitute (H-1) to HB 4937. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Hertel. Nays: None. Pass: None. Representative Warren offered the following amendments to HB 4937 (H-1): 1. Amend page 1, line 2, after "the" by striking out "2022" and inserting "2020". 2. Amend page 2, line 2, after "the" by striking out "2022" and inserting "2020". Representative Warren moved to adopt the amendments to HB 4937 (H-1). The motion did not prevail 3-7-0: UNFAVORABLE ROLL CALL Yeas: Reps. Warren, Byrd, Hertel. Nays: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth. Pass: None. Representative Warren offered the following amendments to HB 4937 (H-1): 1. Zorn) A bill to amend 1933 PA 254, entitled "The motor carrier act, "by amending sections 2 and 8 of article IV (MCL 478.2 and 478.8), section 2 of article IV as amended by 2014 PA 493 and section 8 of article IV as added by 1988 PA 369. Representative Lilly moved to report out SB 309 with recommendation. The motion prevailed 10-0-0. FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Hertel. Nays: None. Pass: None. The following people submitted a card in support of SB 309, but did not wish to speak: Bill Zaagman, representing the Michigan Towing Association. The Chair laid HB 4395 before the committee: HB 4395 (Rep. Wittenberg) A bill to amend 1949 PA 300, entitled "Michigan vehicle code, "by amending section 636 (MCL 257.636), as amended by 2018 PA 279. Representative Warren moved to report out HB 4395 with recommendation. The motion prevailed 10-0-0. FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Hertel. Nays: None. Pass: None. Representative Lilly moved to adopt the meeting minutes from November 6, 2019. There being no objection, the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Brandt Iden adjourned the meeting at 10:55 AM.
