- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, September 17, 2025 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, Scott, Weiss, Myers-Phillips and Wooden. Absent: Reps. McFall, Arbit and Foreman. Excused: Reps. McFall, Arbit and Foreman. Representative VanderWall moved to adopt the meeting minutes from September 10, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4421 before the committee: HB 4421 (Rep. Kunse) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding section 1506. Representative Kunse testified in support of HB 4421. Questions and discussions followed. The following people submitted a card in support of HB 4421, but did not wish to speak: Joshua Scramlin, representing the Michigan Farm Bureau. Derek Dalling, representing the Genesee County Drain Commission. Tim Langholz, representing the National Federation of Independent Businesses. The following people submitted a card in opposition to HB 4421, but did not wish to speak: Sydney Hart, representing the Michigan Department of Environment, Great Lakes, and Energy. Logan Vorce, representing the Michigan League of Conservation Voters. Samantha Pickering, representing the Michigan Environmental Council. The Chair laid HB 4073 before the committee: HB 4073 (Rep. Prestin) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 1602 (MCL 324.1602), as added by 1995 PA 60, and by adding section 1507. Representative Prestin testified in support of HB 4073. Questions and discussions followed. Greg Eagle, representing the Michigan Resource Stewards, testified in opposition to HB 4073 and HB 4421. The following people submitted a card in opposition to HB 4073, but did not wish to speak: Chris Semrinec, representing the Michigan Department of Natural Resources. Samantha Pickering, representing the Michigan Environmental Council. Logan Vorce, representing the Michigan League of Conservation Voters. The Chair laid a presentation by Hunt Michigan Collaborative before the committee. Brian Farmer and Mike Mitchell, representing the Hunt Michigan Collaborative, gave an overview of the Hunt Michigan Collaborative’s work and goals for the future. Questions and discussion followed. Representative St. Germaine moved to excuse Representatives McFall, Arbit and Foreman from the meeting. There being no objection the motion prevailed by unanimous consent.
