GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Tuesday, December 10, 2019 12:05 PM Room 326, House Office Building The House Standing Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Absent/Excused: None. Representative Calley moved to adopt the minutes from the December 3rd, 2019 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5002, HB 5003 and HB 4740 before the committee: HB 5002 (Rep. Howell) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 43532a (MCL 324.43532a), as amended by 2013 PA 246. HB 5003 (Rep. Brixie) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 43532 (MCL 324.43532), as amended by 2016 PA 463. HB 4740 (Rep. Miller) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 75102, 75103, and 75104 (MCL 324.75102, 324.75103, and 324.75104), section 75102 as amended by 2016 PA 11, section 75103 as added by 1995 PA 58, and section 75104 as amended by 2012 PA 251. Representative Cambensy moved to refer House Bill No. 5002 to the committee on Ways and Means. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. The following people submitted a card in support of HB 4740, but did not wish to speak: Thomas Gilpin, representing the MI Sierra Club. The Chair laid HB 5114 before the committee: HB 5114 (Rep. Hoitenga) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 40116 (MCL 324.40116), as amended by 2016 PA 377. Representative Hoitenga testified in support of HB 5114. Questions and discussion followed. Craig Brunet, representing Michigan Department of Natural Resources, testified in opposition to HB 5114.
