SHANE HERNANDEZ CHAIR COMMITTEE MEETING MINUTES Wednesday, December 11, 2019 9:00 AM Room 352, House Appropriations, State Capitol Building The House Standing Committee on Appropriations was called to order by Chair Hernandez. The Chair requested attendance be called: Present: Reps. Hernandez, Miller, Sheppard, Albert, Allor, Brann, VanSingel, Whiteford, Yaroch, Bollin, Glenn, Green, Huizenga, Lightner, Maddock, Slagh, VanWoerkom, Hoadley, Love, Hammoud, Peterson, Sabo, Anthony, Brixie, Cherry, Hood, Kennedy, Tate. Absent/Excused: Rep. Pagan. Representative Yaroch moved to adopt the meeting minutes from November 6, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4426 before the committee: HB 4426 (Rep. Koleszar) A bill to amend 1996 PA 195, entitled "Police officer's and fire fighter's survivor tuition grant act," by amending sections 2 and 3 (MCL 390.1242 and 390.1243), section 2 as amended by 2016 PA 295 and section 3 as amended by 2012 PA 470. Representative Koleszar introduced the bill. Yvonne Sawyers-Swanson and Lily Sawyers testified in support of HB 4426. Questions and discussion followed. Perry Zielak, representing the House Fiscal Agency, testified on the bill. David Allen, representing the Sterling Heights Police Department. Mike Kunath, representing the Sterling Heights Police Department. The Chair laid the Legislative Initiated Transfer Package before the committee. Mary Ann Cleary and Viola Wild, both representing the House Fiscal Agency, testified on the Legislative Initiated Transfer Package. Questions and discussion followed. Representative Glenn moved to approve the Legislative Initiated Transfer Package. The motion prevailed 28-0-0: FAVORABLE ROLL CALL Yeas: Reps. Nays: None. Pass: None. The Chair laid HB 4245 and HB 5265 before the committee: HB 4245 (Rep. Hernandez) A bill to make, supplement, and adjust appropriations for various state departments and agencies for the fiscal year ending September 30, 2019; and to provide for the expenditure of the appropriations. HB 5265 (Rep. Hernandez) A bill to make, supplement, and adjust appropriations for various state departments and agencies for the fiscal year ending September 30, 2020; and to provide for the expenditure of the appropriations. Representative Sheppard moved to report out HB 4245 with recommendation. The motion prevailed 28-0-0. FAVORABLE ROLL CALL Yeas: Reps.
