JASON M SHEPPARD CHAIR COMMITTEE MEETING MINUTES Tuesday, January 14, 2020 12:00 PM Room 426, State Capitol Building The House Standing Committee on Government Operations was called to order by Chair Sheppard. The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent/Excused: None. Representative Cole moved to adopt the meeting minutes from November 6, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5195 and HB 5313 before the committee: HB 5195 (Rep. Sheppard)A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 809 (MCL 257.809), as amended by 2015 PA 78. HB 5313 (Rep. Sheppard)A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 801 (MCL 257.801), as amended by 2019 PA 88. Representative Lilly moved to adopt substitute (H-2) to HB 5195. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Nays: None. Pass: None. Representative Cole moved to adopt substitute (H-1) to HB 5313. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Nays: None. Pass: None. Kurt Berryman, representing Auto Dealers of Michigan, testified in support of HB 5195 and HB 5313. Brian O'Connell, representing General Motors, testified in support of HB 5195. Questions and discussion followed. Adam Reames and James Fackler, representing the Michigan Secretary of State, testified in support of HB 5195 and HB 5313. Questions and discussion followed. Charlotte Jameson, representing the Michigan Environmental Council, testified in opposition to HB 5313. Questions and discussion followed. At 12:50 PM, the Chair laid the committee at ease. At 12:54 PM, the Chair called the committee back to order. The following people submitted a card in support of HB 5195, but did not wish to speak: Mike Johnston, representing the Michigan Manufacturers Association. Gabby Bruno, representing the Ford Motor Company. The following people submitted a card in opposition to HB 5313, but did not wish to speak: Charles Griffith, representing the Ergology Center. Nicholas Occhipinti, representing the Michigan League of Conservation Voters. Ed Rivet, representing the Michigan Conservative Energy Forum. Representative Rabhi offered the following amendment to HB 5313 (H-1): 1. Amend page 17, line 14, after "energy" by inserting "and uses a battery storage system of at least 4 kilowatt-hours,". Representative Rabhi moved to adopt the amendment to HB 5313 (H-1). The motion did not prevail 2-3-0: UNFAVORABLE ROLL CALL Yeas: Reps. Greig, Rabhi. Nays: Reps. Sheppard, Cole, Lilly. Pass: None. Representative Cole moved to report out HB 5195 with recommendation, as substitute (H-2). The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Nays: None. Pass: None. Representative Lilly moved to report out HB 5313 with recommendation, as substitute (H-1). The motion prevailed 3-1-1: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly. Nays: Rep. Rabhi. Pass: Rep. Greig. There being no further business before the committee, Rep. Jason Sheppard adjourned the meeting at 12:57 PM.
