- HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. MICHAEL WEBBER CHAIR COMMITTEE MEETING MINUTES Tuesday, January 14, 2020 10:30 AM Room 521, House Office Building The House Standing Committee on Regulatory Reform was called to order by the Chair Webber. The Chair requested attendance be called: Present: Reps. Webber, Berman, Crawford, Farrington, Frederick, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza, Robinson. Absent/Excused: None. Representative Liberati moved to adopt the meeting minutes from December 10, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 543 before the committee: SB 543 (Sen. VanderWall) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 701 (MCL 436.1701), as amended by 2010 PA 266. Tony Buffa, representing Senator Vanderwall, testified in support of Tom Stein, representing CLEAR, testified in support of The following people submitted a card with a neutral position on SB 543, but did not wish to speak: Kerry Krone, representing the Michigan Liquor Control Commission. Brett Vissner, representing the Michigan Beer and Wine Wholesalers Association. The following people submitted a card with a support of SB 543, but did not wish to speak: Scott Ellis, representing the Michigan Licensed Beverage Association. The Chair laid SB 369 before the committee: SB 369 (Sen. Lucido) A bill to amend 1917 PA 273, entitled "An act to regulate and license pawnbrokers that conduct business in this state; to provide for the disposition of allegedly misappropriated property in the possession of pawnbrokers; to provide remedies and prescribe penalties; and to provide for the powers and duties of certain local governmental units and state agencies," by amending section 9 (MCL 446.209), as amended by 2018 PA 345. Mark Aubrey, representing Michigan Pawnbrokers Associtiaton, testified in support of SB 369. There being no further business before the committee, Rep.
