KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Wednesday, January 15, 2020 9:00 a.m. Room 308, House Office Building The House Standing Committee on Families, Children, and Seniors was called to order by the Chair. The Chair laid before committee the Speaker's appointment letter. The Clerk read the following letter from the Speaker of the House of Representatives, Lee Chatfield, to Gary L. Randall, Clerk of the Michigan House of Representatives: January 8, 2020 Mr. Gary L. Randall, Clerk Michigan House of Representatives State Capitol Building Lansing, MI 48913 Dear Mr. Clerk: This letter is to notify you of the following committee changes: I am removing Representative Luke Meerman from the Families, Children and Seniors Committee. I am appointing Representative Diana Farrington to Families, Children and Seniors Committee. Sincerely, Lee Chatfield, Speaker Michigan House of Representatives The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Farrington, Hoitenga, Wozniak, Garrett, Liberati, Brenda Carter, Cynthia Johnson. Absent/Excused: None. Representative Rendon moved to adopt the meeting minutes from December 11, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5153 before the committee: HB 5153 (Rep. Glenn) A bill to amend 1982 PA 250, entitled "Child abuse and neglect prevention act," by amending section 2 (MCL 722.602), as amended by 2018 PA 60. Representative Annette Glenn, the bill sponsor, introduced Mr. Colin Parks, Manager Child Program Services and Family Presentation Program Office in the Bureau of Child Welfare in the Michigan Department of Health and Human Services, and explain HB 5153. Mr. Parks testified in support of HB 5153. Questions followed. Copy of his handout is attached. The Chair laid HR 123 before the committee: HR 123 (Rep. Carter) A resolution to urge the Congress of the United States to establish and fund programs that support positive health practices for minority mothers. Representative Brenda Carter, the resolution sponsor, explained the HR 123 to the committee. Questions followed. The following individuals submitted a card in support of HR 123, but did not wish to speak: Amy Zaagiman, Executive Director of Michigan Council for Maternal Child Health; * Amber Bellazaire, Policy Analyst for Michigan League for Public Policy; Ryan Burtka, representing the American College of Obstetricians and Gynecologist; and Paige Fults, Director of Advocacy for the Michigan Health and Hospital Association. *Submitted written testimony, which is attached. The Chair laid HB 5148 and HB 5149 before the committee: HB 5148 (Rep. Carter) A bill to amend 1939 PA 288, entitled "Probate code of 1939," by amending section 55 of chapter X (MCL 710.55), as amended by 2016 PA 481. HB 5149 (Rep. Wozniak) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 136c (MCL 750.136c), as amended by 2016 PA 482. Representative Brenda Carter, the bill sponsor for HB 5148, and Representative Douglas Wozniak, the bill sponsor for HB 5149, explained their bills, and introduced Dion Roddy, an attorney and Chair of the Adoption Committee of the Family Law Section of the State Bar of Michigan, who testified in support of HB 5148 and HB 5149. Questions followed. Copy of his written testimony is attached. The following individuals submitted a card in support of HB 5148 and HB 5149, but did not wish to speak: Mary Conklin, representing the Adoption Subcommittee-Family Law-State Bar, and Stacy Bladen, representing the Deputy Director of Children Services Program in the Michigan Department of Health and Human Services. There being no further business before the committee, Representative Garrett moved to adjourn the Committee. There being no objection, the motion prevailed by unanimous consent.
