- HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. LYNN AFENDOULIS CHAIR COMMITTEE MEETING MINUTES Wednesday, January 15, 2020 10:30 AM Room 521, House Office Building The House Standing Committee on Tax Policy was called to order by Chair Afendoulis. The Chair requested attendance be called: Present: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Whitsett. Absent/Excused: Reps. Hall, Robinson. Representative Vaupel moved to adopt the meeting minutes from December 4, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 269 before the committee: SB 269 (Sen. Geiss) A bill to amend 1941 PA 122, entitled "An act to establish the revenue collection duties of the department of treasury; to prescribe its powers and duties as the revenue collection agency of this state; to prescribe certain powers and duties of the state treasurer; to establish the collection duties of certain other state departments for money or accounts owed to this state; to regulate the importation, stamping, and disposition of certain tobacco products; to provide for the transfer of powers and duties now vested in certain other state boards, commissions, departments, and offices; to prescribe certain duties of and require certain reports from the department of treasury; to provide procedures for the payment, administration, audit, assessment, levy of interests or penalties on, and appeals of taxes and tax liability; to prescribe its powers and duties if an agreement to act as agent for a city to administer, collect, and enforce the city income tax act on behalf of a city is entered into with any city; to provide an appropriation; to abolish the state board of tax administration; to prescribe penalties and provide remedies; and to declare the effect of this act," (MCL 205.1 to 205.31) by adding section 4a. Senator Geiss testified in support of SB 269. Questions and discussion followed. Rachel Richards, representing the Michigan Department of Treasury, testified with a neutral position on SB 269. Questions and discussion followed. Victoria Mayer, representing H&R Block, testified in support of SB 269. Questions and discussion followed. The following people submitted a card with a neutral position on SB 269, but did not wish to speak: Rachel Richards, representing the Michigan Department of Treasury. Shane Barry, representing the Michigan Association of Certified Public Accountants. Representative Afendoulis moved to excuse Representatives Hall and Robinson from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Lynn Afendoulis adjourned the meeting at 11:02 AM.
