MATT HALL CHAIR COMMITTEE MEETING MINUTES Thursday, January 16, 2020 10:30 AM Room 326, House Office Building The House Standing Committee on Oversight was called to order by the Chair Hall. The Chair requested attendance be called: Present: Reps. Hall, Reilly, Webber, Steven Johnson, LaFave, Schroeder, Cynthia Johnson, Camilleri, LaGrand. Absent/Excused: None. Chair Hall made remarks to the committee. Representative Reilly moved to adopt the meeting minutes from November 7, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4831 before the committee: HB 4831 (Rep. Lightner) A bill to amend 1984 PA 431, entitled "The management and budget act," by amending section 261 (MCL 18.1261), as amended by 2017 PA 21. Substitute (H-1) was adopted at the previous meeting on November 7, 2019. Representative Lightner testified in support of HB 4831. Jim Colangelo, Jared Ambrosier, and Bree Anderson, representing the Department of Management and budget, testified in support of HB 4831. Questions and discussion followed. Representative Webber moved to refer House Bill No. 4831 to the committee on Ways and Means, with recommendation as substitute (H-1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hall, Reilly, Webber, Steven Johnson, LaFave, Schroeder, Cynthia Johnson, Camilleri, LaGrand. Nays: None. Pass: None. The Chair laid HB 5015 before the committee: HB 5015 (Rep. Berman) A bill to amend 2016 PA 370, entitled "Electronic open access to government act," by amending section 1 (MCL 15.451). Substitute (H-2) was adopted at a previous meeting on November 7, 2019. Representative Cynthia Johnson spoke regarding the proposed substitute (H-3). Representative Cynthia Johnson moved to adopt substitute (H-3) to HB 5015. The motion prevailed 8-1-0: FAVORABLE ROLL CALL Yeas: Reps. Hall, Reilly, Webber, Steven Johnson, Schroeder, Cynthia Johnson, Camilleri, LaGrand. Nays: Rep. LaFave. Pass: None. At 10:44 AM, the Chair laid the committee at ease. At 10:45 AM, the Chair called the committee back to order. Representative LaFave spoke to the bill. Representative Steven Johnson moved to refer House Bill No. 5015 to the committee on Ways and Means, with recommendation as substitute (H-3). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hall, Reilly, Webber, Steven Johnson, LaFave, Schroeder, Cynthia Johnson, Camilleri, LaGrand. Nays: None. Pass: None. The following people submitted a card with a support of HB 5015, but due to the time constraints were unable to speak: Jeremy Tripp, Michigan Public Employees Union Local 517M The following people submitted a card in opposition to HB 5015, but did not wish to speak: Jennifer Fields, representing the Association of State Employees. Andy Potter, representing the Michigan Department of Corrections. Office of the Auditor General Performance Audit Report Office of Aging and Adult Services Agency, Department of Health and Human Services, #391-0645-18, October 2019 Yvonne Benn and Aaron David, representing the Office of the Auditor General, testified in support of Questions and discussion followed. Dr. Alexis Travis and Scott Wamsley, representing Aging and Adult Services at the Department of Agency on Aging, testified in support of Questions and discussion followed. There being no further business before the committee, Rep. Matt Hall adjourned the meeting at 11:39 AM.
