BILL SCHUETTE CHAIR COMMITTEE MEETING MINUTES Thursday, September 18, 2025 10:30 AM Room 428, State Capitol Building The House Committee on Rules was called to order by Chair Schuette. The Chair requested attendance to be called: Present: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Witwer and Liberati. Absent: Rep. Herzberg. Excused: Rep. Herzberg. Representative DeBoer moved to adopt the meeting minutes from September 04, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4039 before the committee: HB 4039 (Rep. Outman) A bill to amend 1969 PA 306, entitled "Administrative procedures act of 1969," by amending section 39 (MCL 24.239), as amended by 2011 PA 239. Representative Posthumus moved to report out HB 4039 with recommendation. The motion prevailed 6-1-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus and DeBoer. Nays: Rep. Liberati. Pass: None. The Chair laid HB 4160 before the committee: HB 4160 (Rep. Johnsen) A bill to amend 1969 PA 306, entitled "Administrative procedures act of 1969," by amending sections 32 and 45 (MCL 24.232 and 24.245), as amended by 2023 PA 104. Representative Martin moved to report out HB 4160 with recommendation. The motion prevailed 6-0-1: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus and DeBoer. Nays: None. Pass: Rep. Liberati. Bohnak) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 18101 (MCL 333.18101), as amended by 2019 PA 96, and by adding sections 16190a and 18105a.
