- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION REP. JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Tuesday, January 21, 2020 10:30 AM Room 327, House Office Building The House Standing Committee on Transportation was called to order by Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Afendoulis, Sneller, Clemente, Yancey, Haadsma, Shannon. Absent/Excused: None. Representative Howell moved to adopt the meeting minutes from December 10, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5314 before the committee: HB 5314 (Rep. Markkanen) A bill to amend 1909 PA 283, entitled "An act to revise, consolidate, and add to the laws relating to the establishment, opening, discontinuing, vacating, closing, altering, improvement, maintenance, and use of the public highways and private roads; the condemnation of property and gravel therefor; the building, repairing and preservation of bridges; maintaining public access to waterways under certain conditions; setting and protecting shade trees, drainage, and cutting weeds and brush within this state; providing for the election or appointment and defining the powers, duties, and compensation of state, county, township, and district highway officials; and to prescribe penalties and provide remedies," by amending section 10 of chapter IV (MCL 224.10), as amended by 2004 PA 516. Representative Markkanen testified in support of HB 5314. Markkanen) A bill to amend 1974 PA 300, entitled "Motor vehicle service and repair act," by amending section 2 (MCL 257.1302), as amended by 2016 PA 430. Representative Markkanen, joined by Kurt Berryman, representing the Auto Dealers of Michigan, testified in support of HB 5194. Questions and discussion followed. The following people submitted a card with a support of HB 5194, but did not wish to speak: Adam Reames, representing the Michigan Secretary of State. The Chair laid SB 278 and SB 279 before the committee: SB 278 (Sen. Barrett) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 221 and 310 (MCL 257.221 and 257.310), section 221 as amended by 1998 PA 64 and section 310 as amended by 2018 PA 177. SB 279 (Sen. Hertel) A bill to amend 2008 PA 23, entitled "Enhanced driver license and enhanced official state personal identification card act," by amending section 5 (MCL 28.305), as amended by 2018 PA 606. Tim Langholz, representing Senator Tom Barrett's office, joined by Xavier DeGroat and Sheriff Scott Wriggelsworth, testified in support of SB 278 and SB 279. Questions and discussion followed. The following people submitted a card with a neutral position on SB 278 and SB 279, but did not wish to speak: Adam Reams, representing the Michigan Secretary of State. The following people submitted a card with a support of SB 278 and SB 279, but did not wish to speak: Megan Noland, representing the Sheriff Mike Bouchard.
