HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. JULIE CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, January 22, 2020 10:30 AM Room 327, House Office Building The House Standing Committee on Elections and Ethics was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Absent/Excused: None. Representative Marino moved to adopt the minutes from the November 6th, 2019 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4196 before the committee: HB 4196 (Rep. Johnson) A bill to amend 1954 PA 116, entitled "Michigan election law," (MCL 168.1 to 168.992) by adding sections 736h and 763. Representative Johnson testified in support of HB 4196 (H-1). Questions and discussion followed. Joel Crookston testified in support of HB 4196 (H-1). Questions and discussion followed. Jenita Moore, representing the Secretary of State, testified in support of HB 4196 (H-1). Questions and discussion followed. The Chair laid HB 5141 before the committee: HB 5141 (Rep. Calley) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 765a (MCL 168.765a), as added by 2018 PA 123, and by adding sections 764d and 764e. Representative Sheppard moved to adopt substitute (H-1) to HB 5141. The motion prevailed 7-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Nays: None. Pass: None. Representative Calley offered the following amendment to HB 5141 (H-1): 1. Amend page 3, line 8, after "giving" by striking out "90" and inserting "84". Representative Calley moved to adopt the amendment to HB 5141 (H-1). The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Nays: None. Pass: None. Tom Frazier, representing Michigan Townships Association, testified in support of HB 5141 (H- 1). The following people submitted a card in support of HB 5141 (H-1), but did not wish to speak: Jenita Moore & Adam Reames, representing the Secretary of State. Representative Sheppard moved to refer House Bill No. 5141 to the committee on Ways and Means, as amended, as substitute (H-2). The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Nays: None. Pass: None. There being no further business before the committee, Chair Calley adjourned the meeting at 10:49 AM.
