KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Wednesday, January 22, 2020 9:00 a.m. Room 308, House Office Building The House Standing Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Farrington, Hoitenga, Wozniak, Garrett, Liberati, Brenda Carter, Cynthia Johnson. Absent/Excused: None. Representative Liberati moved to adopt the meeting minutes from January 15, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HR 123 before the committee: HR 123 (Rep. Carter) A resolution to urge the Congress of the United States to establish and fund programs that support positive health practices for minority mothers. Rebecca Mastee, J.D., Policy Advocate for the Michigan Catholic Conference, submitted a card in support of HR 123, but did not wish to speak. Representative Brenda Carter moved to report out HR 123 with recommendation. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Carter) A bill to amend 1939 PA 288, entitled "Probate code of 1939," by amending section 55 of chapter X (MCL 710.55), as amended by 2016 PA 481. HB 5149 (Rep. Wozniak) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 136c (MCL 750.136c), as amended by 2016 PA 482. Stephanie Johnson, representing the Family Law Section of the Michigan State Bar, submitted a card in support of HB 5148 and HB 5149, but did not wish to speak: Representative Brenda Carter moved to refer House Bill No. 5148 to the Committee on Judiciary. James Gallant, representing Marquette County Suicide Prevention Coalition, testified in opposition to HB 5153. A copy of his written handout is attached. Representative Farrington moved to refer HB 5153 to the Committee on Judiciary. The motion prevailed 7-1-1: FAVORABLE ROLL CALL Yeas: Reps. Hornberger) A bill to amend 1846 RS 84, entitled "Of divorce," (MCL 552.1 to 552.45) by adding section 6a. Representative Pamela Hornberger, the bill sponsor, explained HB 5296 to the committee, and introduced Michael D. Wendling, the St. Clair County Prosecuting Attorney, who testified in support of HB 5296. Questions followed. The following individual submitted a card in support of HB 5296, but did not wish to speak: Jean Doss, representing the Kathy Hagenian. Jean Doss, representing the Rebecca Shiemke. A copy of Ms. Shiemke's written testimony is attached. The Chair laid HB 5289 before the committee: HB 5289 (Rep. Alexander) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 2882 and 2891 (MCL 333.2882 and 333.2891), section 2882 as amended by 2002 PA 691 and section 2891 as amended by 2013 PA 136. Representative Julie Alexander, the bill sponsor, explained HB 5289 to the committee. Questions and discussion followed. The following individuals submitted a card in support of HB 5289, but did not wish to speak: Rebecca Mastee, J.D., Policy Advocate for the Michigan Catholic Conference; Jeff Duncan, representing the Michigan Department of Health and Human Services Vital Records Section; and Genevieve Marnon, representing the Right to Life of Michigan. There being no further business before the committee, Representative Rendon moved to adjourn the committee. There being no objection, the motion prevailed by unanimous consent.
