HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION AND WORKFORCE REP. NANCY DEBOER CHAIR COMMITTEE MEETING MINUTES Wednesday, September 24, 2025 10:30 AM Room 327, House Office Building The House Committee on Education and Workforce was called to order by Chair DeBoer. The Chair requested attendance to be called: Present: Reps. DeBoer, Linting, Paquette, Fox, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Absent: None. Excused: None. Representative Linting moved to adopt the meeting minutes from August 27, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4556 and HB 4557 before the committee: HB 4556 (Rep. Kunse) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1279g (MCL 380.1279g), as amended by 2016 PA 170. HB 4557 (Rep. Koleszar) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending sections 22p and 104c (MCL 388.1622p and 388.1704c), section 22p as amended by 2024 PA 120 and section 104c as amended by 2021 PA 48; and to repeal acts and parts of acts. Representative Kunse moved to adopt substitute (H-2) to HB 4556. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. DeBoer, Linting, Fox, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Nays: None. Pass: None. Representative Koleszar moved to adopt substitute (H-3) to HB 4557. Jennifer Smith, representing the Michigan Association of School Boards. The Chair laid HB 4813 before the committee: HB 4813 (Rep. Pavlov) A bill to amend 2008 PA 160, entitled "An act entering into the interstate compact on educational opportunity for military children: and for related purposes," by amending sections 1 and 2 (MCL 3.1041 and 3.1042). Representative Pavlov moved to adopt substitute (H-1) to HB 4813. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. DeBoer, Linting, Fox, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Nays: None. Pass: None. Representative Pavlov and Michael Price, Senior Deputy Director & Director of Strategic Planning for the Michigan Department of Military and Veterans Affair, testified together in support of HB 4813. Questions and discussion followed. The following person submitted a card in support of HB 4813, but did not wish to speak: Heather Feyerstein, representing the Department of Military and Veteran Affairs. The Chair laid HB 4895 before the committee: HB 4895 (Rep. Linting) A bill to amend 1980 PA 299, entitled "Occupational code," by amending section 314 (MCL 339.314). Representative Linting testified in support of HB 4895. Questions and discussion followed.
