- HOUSE OF REPRESENTATIVES COMMITTEE ON OVERSIGHT REP. MATT HALL CHAIR COMMITTEE MEETING MINUTES Thursday, January 23, 2020 10:30 AM Room 326, House Office Building The House Standing Committee on Oversight was called to order by Chair Hall. The Chair requested attendance be called: Present: Reps. Hall, Reilly, Webber, Steven Johnson, LaFave, Schroeder, Cynthia Johnson, Camilleri, LaGrand. Absent/Excused: None. Representative Reilly moved to adopt the meeting minutes from January 16, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5217 and HB 5218 before the committee: HB 5217 (Rep. Iden) A bill to prohibit postsecondary educational institutions in this state and certain athletic organizations from preventing a college athlete from receiving compensation for the use of his or her name, image, likeness rights, or athletic reputation. HB 5218 (Rep. Tate) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by repealing section 411e (MCL 750.411e); and to repeal acts and parts of acts. Representative Iden and Representative Tate testified in support of HB 5217 and HB 5218. Questions and discussion followed. Daniel Hurley, representing the Michigan Association of State Universities, testified in opposition to HB 5217 and HB 5218. Questions and discussion followed. Samir Dahman, representing himself, testified in support of HB 5217 and HB 5218. Questions and discussion followed. The following people submitted a card in opposition to HB 5217 and HB 5218, but did not wish to speak: David Bertram, representing the Michigan State University. At 11:46 AM, the Chair laid the committee at ease. At 11:54 AM, the Chair called the committee back to order. Representative Steven Johnson offered the following amendment to HB 5217: 1. Amend page 1, line 3, after "grade" by inserting "and receives state or federal funding of any kind". Representative Steven Johnson spoke to his amendment. Representative Steven Johnson moved to adopt the amendment to HB 5217. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hall, Reilly, Webber, Steven Johnson, LaFave, Schroeder, Cynthia Johnson, Camilleri, LaGrand. Nays: None. Pass: None. Representative Webber offered the following amendment to HB 5217: 1. Amend page 4, line 24, after "effect" by striking out "July 1," and inserting "December 31, 2021". Representative Webber moved to withdraw his amendment. There being no objection, the motion prevailed by unanimous consent. Representative Webber offered the following amendment to HB 5217: 1. Amend page 4, line 24, after "effect" by striking out the balance of the sentence and inserting "December 31, 2021". Representative Webber spoke to his amendment. Representative Webber moved to adopt the amendment to HB 5217. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Cynthia Johnson moved to refer House Bill No. 5217 to the committee on Ways and Means, as amended, as substitute (H-2). The motion prevailed 8-1-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Camilleri moved to refer House Bill No. 5218 to the committee on Ways and Means. The motion prevailed 8-1-0: FAVORABLE ROLL CALL Yeas: Reps.
