- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. JASON M SHEPPARD CHAIR COMMITTEE MEETING MINUTES Tuesday, January 28, 2020 12:00 PM Room 426, State Capitol Building, Lansing MI The House Standing Committee on Government Operations was called to order by Chair Sheppard. The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent/Excused: None. Representative Cole moved to adopt the meeting minutes from January 14, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid SCR 18 before the committee: SCR 18 (Sen. Nesbitt) A concurrent resolution to oppose the inclusion of labor peace agreements in the Marijuana Regulatory Agency's permanent rules and to oppose the inclusion of labor peace agreements or any similar construct in the administrative rules of this state. Sandra McCormick, representing the Great Lakes Cannabis Chamber of Commerce, testified in support of SCR 18. Charles Owen, representing the National Federation of Independent Business of Michigan, testified in support of SCR 18. Questions and discussion followed. The following people submitted a card in support of SCR 18, but did not wish to speak: David Geunthner, representing the Mackinac Center. Wendy Block, representing the Michigan Chamber of Commerce. Jeff Wiggens, representing ABC of Michigan. Tony Daunt, representing the Michigan Freedom Fund. Annie Patnaude, representing Americans for Prosperity. The following person submitted a card in opposition to SCR 18, but did not wish to speak: Todd Tennis, representing the United Food and Commercial Workers. At 12:09 PM, the Chair laid the committee at ease. At 12:10 PM, the Chair called the committee back to order. Tim Griemel, representing AFSME Council 25, testified in opposition to SCR 18. Questions and discussion followed. Representative Lilly moved to report out SCR 18 with recommendation. The motion prevailed 3- 2-0: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly. Nays: Reps. Greig, Rabhi. Pass: None. There being no further business before the committee, Rep. Jason Sheppard adjourned the meeting at 12:17 PM.
