- HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. MICHAEL WEBBER CHAIR COMMITTEE MEETING MINUTES Tuesday, January 28, 2020 10:30 AM Room 521, House Office Building The House Standing Committee on Regulatory Reform was called to order by Chair Webber. The Chair requested attendance be called: Present: Reps. Webber, Berman, Crawford, Farrington, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza, Robinson. Absent/Excused: Rep. Frederick. Representative Crawford moved to adopt the meeting minutes from January 21, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4588 before the committee: HB 4588 (Rep. Webber) A bill to amend 1968 PA 251, entitled "Cemetery regulation act," by amending section 10 (MCL 456.530), as amended by 2008 PA 478. At 10:42 a.m., the Chair laid the committee at ease. At 10:43 a.m., Majority Vice Chair Berman called the committee back to order. Representative Webber testified in support of HB 4588; David Bertram, representing Michigan State University, testified in support of HB 4588. Questions and discussion followed. Jay Tower, representing the Michigan Cemetery Association, and David Krall, representing the White Chapel Memorial in Troy, testified in opposition to HB 4588. Questions and discussion followed. At 11:10 a.m., Majority Vice Chair Berman laid the committee at ease. At 11:11 a.m., the Chair called the committee back to order. The Chair laid HB 5315 before the committee: HB 5315 (Rep. Cambensy) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 513 (MCL 436.1513), as amended by 2018 PA 479. Representative Berman moved to refer House Bill No. 5315 to the committee on Ways and Means. The motion prevailed 13-1-0: FAVORABLE ROLL CALL Yeas: Reps. Webber, Berman, Crawford, Farrington, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza. Nays: Rep. Robinson. Pass: None. The following person submitted a card with a neutral position on HB 5315: Kerry Krone, representing the Michigan Liquor Control Commission. The Chair laid HB 5134 before the committee: HB 5134 (Rep. VanWoerkom) A bill to amend 1966 PA 225, entitled "Carnival-amusement safety act of 1966," by amending section 10 (MCL 408.660), as amended by 2014 PA 163. Representative VanWoerkom testified in support of HB 5134; Camille Jourden-Mark, representing Michigan's Adventure, testified in support of HB 5134. Questions and discussion followed. Representative Berman moved to adopt substitute (H-1) to HB 5134. The motion prevailed 14-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Webber, Berman, Crawford, Farrington, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza, Robinson. Nays: None. Pass: None. The following person submitted a card in support of HB 5134, but did not wish to speak: Erika Scheffer, Director of State Advocacy for the International Association of Amusement Parks & Attractions. Representative Berman moved to excuse Representative Frederick from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Representative Webber adjourned the meeting at 11:45 AM.
