- HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. CURTIS VANDERWALL CHAIR COMMITTEE MEETING MINUTES Wednesday, September 24, 2025 9:00 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair VanderWall. The Chair requested attendance to be called: Present: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Hoskins and Foreman. Absent: Reps. Whitsett and Neeley. Excused: Reps. Whitsett and Neeley. Representative Meerman moved to adopt the meeting minutes from September 17, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4878 before the committee: HB 4878 (Rep. VanderWall) A bill to require the reporting of certain information and to prescribe conduct related to drugs and the federal 340B program; to prescribe civil sanctions; to allow for the promulgation of rules; and to provide for the powers and duties of certain state officers and entities. Chair VanderWall testified in support of HB 4878. Chip Falahee, representing Bronson HealthCare, joined by Stephanie Fields, representing Corewell Health, testified with a neutral position on HB 4878. Questions and discussions followed. Morgan Halloran, representing PhRMA, testified in opposition to HB 4878. Questions and discussions followed. Emily Gibellina, representing AbbVie, testified in opposition to HB 4878.
