HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, January 30, 2020 10:30 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by Chair Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: None. Representative Frederick moved to adopt the meeting minutes from December 5, 2019 and January 9, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid SCR 8 before the committee: SCR 8 (Sen. VanderWall) A concurrent resolution to declare Adverse Childhood Experiences (ACEs) a critical health issue, commit the Legislature to action, and encourage the Governor to direct agencies to assess and report progress on reducing ACEs. Patrick Tiedt, representing Senator VanderWall, testified in support of SCR 8. Rick Murdock and Lisa Farnum, representing the Michigan Association of Health Plans Foundation, testified in support of SCR 8. Questions and discussion followed. James Gallant, representing Marquette County Suicide Prevention Coalition, testified in support of SCR 8. The following people submitted a card in support of SCR 8, but did not wish to speak: Amy Zaagman, representing the Michigan Council for Maternal and Child Health. Christine Shearer, representing the Michigan Association of Health Plans. Meghan Swain, representing the Michigan Association for Local Public Health. Paige Fults, representing the Michigan Health and Hospital Association. Jared Burkhart, representing the Michigan Chapter of the American Academy of Pediatrics. Robert Dorigo Jones, representing Michigan's Children. Representative Frederick moved to report out SCR 8 with recommendation. The motion prevailed 19-0-0: FAVORABLE ROLL CALL Yeas: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Nays: None. Pass: None. The Chair laid HB 5297 before the committee: HB 5297 (Rep. Hornberger) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1176. Representative Hornberger; Dr. Roger Seelye and Dr. Erica Johnson Carder, both representing the Michigan Optometric Association, testified in support of HB 5297. Questions and discussion followed.
