SARAH LIGHTNER CHAIR COMMITTEE MEETING MINUTES Wednesday, September 24, 2025 10:30 AM Room 521, House Office Building The House Committee on Judiciary was called to order by Chair Lightner. The Chair requested attendance to be called: Present: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Hope and Breen. Absent: Reps. Tyrone Carter and Scott. Excused: Reps. Tyrone Carter and Scott. Representative Johnsen moved to adopt the meeting minutes from September 10, 2025. There being no objection, the motion prevailed with unanimous consent. Representative Harris moved to excuse Representatives Tyrone Carter and Scott from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 4481, HB 4482 and HB 4483 before the committee: HB 4481 (Rep. DeBoyer) A bill to amend 1927 PA 372, entitled "An act to regulate and license the selling, purchasing, possessing, and carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices; to prohibit the buying, selling, or carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices without a license or other authorization; to provide for the forfeiture of firearms and electro-muscular disruption devices under certain circumstances; to provide for penalties and remedies; to provide immunity from civil liability under certain circumstances; to prescribe the powers and duties of certain state and local agencies; to prohibit certain conduct against individuals who apply for or receive a license to carry a concealed pistol; to make appropriations; to prescribe certain conditions for the appropriations; and to repeal all acts and parts of acts inconsistent with this act," (MCL 28.421 to 28.435) by adding section 5p. HB 4482 (Rep. Mueller) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 602a (MCL 257.602a), as amended by 1999 PA 73. Representative Lightner moved to adopt substitute (H-1) to HB 4690. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Hope and Breen. Nays: None. Pass: None. Representative BeGole moved to report out HB 4690 with recommendation, as substitute (H-1). Representative Wozniak moved to adopt substitute (H-1) to HB 4691. The motion prevailed 7-2-0: FAVORABLE ROLL CALL Yeas: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen and Schuette. Nays: Reps. Hope and Breen. Pass: None. Representative DeBoyer moved to report out HB 4691 with recommendation, as substitute (H-1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps.
