- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, September 24, 2025 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Weiss, Foreman, Myers-Phillips and Wooden. Absent: Reps. Scott and Arbit. Excused: Reps. Scott and Arbit. Representative St. Germaine moved to adopt the meeting minutes from September 17, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4421 before the committee: HB 4421 (Rep. Kunse) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding section 1506. Representative Hoadley moved to adopt substitute (H-2) to HB 4421. The motion prevailed 10-0-5: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn and Wortz. Nays: None. Pass: Reps. McFall, Weiss, Foreman, Myers-Phillips and Wooden. Representative Hoadley moved to report out HB 4421 with recommendation, as substitute (H-2). The motion prevailed 10-4-1: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn and Wortz. Nays: Reps. Weiss, Foreman, Myers-Phillips and Wooden. Pass: Rep. McFall. The Chair laid HB 4073 before the committee: HB 4073 (Rep. Prestin) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 1602 (MCL 324.1602), as added by 1995 PA 60, and by adding section 1507. Representative Prestin moved to adopt substitute (H-1) to HB 4073. The motion prevailed 10-0-5: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn and Wortz. Nays: None. Pass: Reps. McFall, Weiss, Foreman, Myers-Phillips and Wooden. Representative Prestin moved to report out HB 4073 with recommendation, as substitute (H-1). The motion prevailed 10-3-2: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn and Wortz. Nays: Reps. Weiss, Myers-Phillips and Wooden. Pass: Reps. McFall and Foreman. The following people submitted a card in support of HB 4073 and HB 4421, but did not wish to speak: Sony Koch and Tim Golding, representing Americans for Prosperity. Jamie Cavanaugh, representing the Pacific Legal Foundation. The following person submitted a card in opposition to HB 4073 and HB 4421, but did not wish to speak: Logan Vorce, representing the Michigan League of Conservation Voters. The following person submitted a card wishing to speak in support of HB 4073 and HB 4421, but due to the time constraints was unable to speak: Greg Eagle, representing the Michigan Resource Stewards. Representative Johnsen moved to excuse Representatives Scott and Arbit from the meeting. There being no objection the motion prevailed by unanimous consent.
