- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, February 19, 2020 12:00 PM Room 519, House Office Building The House Standing Committee on Local Government and Municipal Finance was called to order by Chair Lower. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Markkanen, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Absent/Excused: None. Representative Crawford moved to adopt the meeting minutes from February 5, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4035 before the committee: HB 4035 (Rep. Ellison) A bill to prohibit a local unit of government from enacting or enforcing an ordinance, policy, resolution, or rule that regulates a dog based upon the breed or perceived breed of the dog; and to provide for the powers and duties of certain local governmental entities. Representative Ellison moved to adopt substitute (H-1) to HB 4035. The motion prevailed 12-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Lower, Crawford, Calley, Howell, Eisen, Markkanen, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Nays: None. Pass: None. Representative Ellison and Richard Angelo, representing the Best Friends Animals Society, testified in support of HB 4035. Questions and discussion followed. Alissa Sullivan, representing the Hazel Park City Council, testified in support of HB 4035. Vaughn Wagner, a resident of Waterford Township, testified in opposition to HB 4035. Constance Cumbey, a resident of Lake Orion, testified in opposition to HB 4035. Ann Marie Rogers, representing Responsible Citizens for Public Safety, testified in opposition to HB 4035. Lauren Saper, representing the Humane Society of Huron Valley, testified in support of HB 4035. Steve Britton, representing the Newfoundland Club of America, and Bee Friedlander, representing the Animal Law Section of the Michigan State Bar, testified in support of HB 4035. Lana Mangiapane, a resident of Rochester, testified in opposition to HB 4035. The following person submitted a card with a neutral position on HB 4035, but did not wish to speak: Herasanna Richards, representing the Michigan Municipal League.
