HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, February 20, 2020 10:30 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by Chair Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: None. Representative Frederick moved to adopt the meeting minutes from January 30, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5178 before the committee: HB 5178 (Rep. Vaupel) A bill to amend 1974 PA 258, entitled "Mental health code," (MCL 330.1001 to 330.2106) by adding section 206a. Representative Frederick moved to adopt substitute (H-1) to HB 5178. The motion prevailed 19- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Nays: None. Pass: None. Representative Frederick moved to refer HB 5178 to the committee on Ways and Means, with recommendation as substitute (H-1). The motion prevailed 19-0-0: FAVORABLE ROLL CALL Yeas: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Nays: None. Pass: None. The Chair laid HB 5465 before the committee: HB 5465 (Rep. Vaupel) A bill to establish a rare disease review committee within the department of health and human services and to prescribe its powers and duties; and to prescribe the powers and duties of certain state officers and entities. Chairman Vaupel turned the gavel over to Majority Vice Chairman Frederick, the time being 10:40AM. Chairman Vaupel testified in support of HB 5465. Chairman Vaupel returned to the gavel, the time being 10:44AM. Heidi Ross, representing National Organization for Rare Disorders, testified in support of HB 5465. Questions and discussion followed. Gabe Basso, representing Blue Cross Blue Shield Michigan, testified in support of HB 5465. Sid Kraizman, representing Michigan Alexander Graham Bell Association, testified in support of HB 5465. Chairman Vaupel laid before the committee a presentation by C.S. Mott University of Michigan Congenital Heart Center and Representative Calley. Representative Calley and Dr. Sara Pasquali gave a presentation to the committee. Questions and discussion followed. There being no further business before the committee, Rep.
