RACHELLE SMIT CHAIR COMMITTEE MEETING MINUTES Tuesday, September 30, 2025 9:00 AM Room 307, House Office Building The House Committee on Election Integrity was called to order by Chair Smit. The Chair requested attendance to be called: Present: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden, Koleszar and Xiong. Absent: None. Excused: None. Representative Hoadley moved to adopt the meeting minutes from September 09, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4588 before the committee: HB 4588 (Rep. Woolford) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 303, 697, and 699 (MCL 168.303, 168.697, and 168.699), section 303 as amended by 2018 PA 650, section 697 as amended by 2018 PA 226, and section 699 as amended by 2012 PA 523. Representative Woolford testified in support of HB 4588. Questions and discussions followed. Greg Keller, a member of Hartland Consolidated Schools Board of Education, testified in support of HB 4588. Questions and discussions followed. Kyle Zawacki, representing the ACLU of Michigan, testified in opposition to HB 4588. Katie Cavanaugh, representing the Okemos Public Schools Board of Education, testified in opposition to HB 4588.
