HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, February 27, 2020 9:00 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by Chair Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, Calley, Filler, Mueller, Wozniak, Liberati, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: Reps. Alexander, Hornberger, Lower, Whiteford, Afendoulis, Garrett, Clemente. Representative Frederick moved to adopt the meeting minutes from February 20, 2020. There being no objection, the motion prevailed by unanimous consent. Representative Liberati moved to excuse Representatives Alexander, Hornberger, Lower, Whiteford, Afendoulis, Garrett and Clemente from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 5412, HB 5413, HB 5414, HB 5415 and HB 5416 before the committee: HB 5412 (Rep. Vaupel) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 3476 (MCL 500.3476), as amended by 2017 PA 223. HB 5413 (Rep. Wozniak) A bill to amend 1980 PA 350, entitled "The nonprofit health care corporation reform act," by amending section 401k (MCL 550.1401k), as added by 2012 PA 214. HB 5414 (Rep. Green) A bill to amend 1974 PA 258, entitled "Mental health code," by amending sections 100c and 100d (MCL 330.1100c and 330.1100d), section 100c as amended by 2016 PA 320 and section 100d as amended by 2015 PA 59. HB 5415 (Rep. Liberati) A bill to amend 1939 PA 280, entitled "The social welfare act," (MCL 400.1 to 400.119b) by adding section 105g. HB 5416 (Rep. Whiteford) A bill to amend 1939 PA 280, entitled "The social welfare act," (MCL 400.1 to 400.119b) by adding section 105g. Chairman Vaupel turned the gavel over to Majority Vice Chairman Frederick, the time being 10:39AM. Chairman Vaupel, Representative Liberati and Representative Green testified in support of HB 5412, HB 5413, HB 5414, HB 5415 and HB 5416. Chairman Vaupel returned to the gavel, the time being 10:42AM. Sam Champagne, Courtney Stevens, Dr. Jen Burgess and Dr. Doree Ann Espiritu, representing Henry Ford Health System, testified in support of HB 5412, HB 5413, HB 5414, HB 5415 and HB 5416. Questions and discussion followed. David Newman, representing Michigan Primary Care Association, testified in support of HB 5412, HB 5413, HB 5414, HB 5415 and HB 5416. Linda Atkins, representing the Western Wayne Family Health Centers, testified in support of HB 5416. Ed Larkins, representing the Family Medical Center, testified in support of HB 5415 and HB 5416. Brian Bookmeier and Craig Novosat, both representing the HNC Virtual Solutions, testified together in support of HB 5412, HB 5413, HB 5414, HB 5415 and HB 5416. The following people submitted a card in support of HB 5414, but due to the time constraints were unable to speak: Paul Tarr, representing the Team Wellness. The following people submitted a card in support of HB 5412, HB 5413, HB 5414, HB 5415 and HB 5416, but did not wish to speak: Melissa Seifert, representing the AARP. Sarah Waun, representing the Michigan State Medical Society. Rory Lafferty, representing the Health Alliance Plan. Sean Sorenson-Abbott, representing the Michigan Health and Hospital Association. Sean Gehle and Autumn Gillard, representing the Trinity Health Michigan. The following people submitted a card in support of HB 5413, HB 5414 and HB 5415, but did not wish to speak: Emily Schwarzkopf, representing the Michigan Department of Health and Human Services. Chairman Vaupel laid before the committee a presentation by the Michigan Department of Health and Human Services. Sarah Esty, Senior Deputy of Policy and Planning, representing the Michigan Department of Health and Human Services, gave a presentation to the committee.
