- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND OUTDOOR RECREATION REP. GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Tuesday, March 3, 2020 12:00 PM Room 326, House Office Building The House Standing Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Absent/Excused: None. Representative Wakeman moved to adopt the minutes from the February 25th, 2020 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5496 before the committee: HB 5496 (Rep. Howell) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 11503 and 11504 (MCL 324.11503 and 324.11504), as amended by 2018 PA 640. Chairman Howell handed the gavel over to Vice Chair Wakeman at 12:04 pm. Representative Howell testified in support of HB 5496. Vice Chair Wakeman handed the gavel back to Chairman Howell at 12:05 pm. Robert Lee, representing DTE Energy, testified in support of HB 5496. The following people submitted a card with a neutral position on HB 5496, but did not wish to speak: James Clift & Margie Ring, representing the Michigan Department of Environment, Great Lakes & Energy. The following people submitted a card in support of HB 5496, but did not wish to speak: Jason Geer, representing the Michigan Chamber of Commerce. The Chair laid HB 5104 and HB 5105 before the committee: HB 5104 (Rep. Neeley) A bill to amend 1976 PA 399, entitled "Safe drinking water act," by amending the title and section 2 (MCL 325.1002), as amended by 1998 PA 56, and by adding sections 7a, 7b, 7c, and 7d. HB 5105 (Rep. Afendoulis) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending the title and section 1 (MCL 722.111), the title as amended by 1997 PA 165 and section 1 as amended by 2018 PA 431, and by adding sections 3i, 3j, and 3k.
