HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. JULIE CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, March 4, 2020 10:30 AM Room 327, House Office Building The House Standing Committee on Elections and Ethics was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Absent/Excused: None. Representative Paquette moved to adopt the minutes from the February 5th, 2020 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 117 and SB 297 before the committee: SB 117 (Sen. Johnson) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 759a (MCL 168.759a), as amended by 2012 PA 523. SB 297 (Sen. Wojno) A bill to amend 1954 PA 116, entitled "Michigan election law," (MCL 168.1 to 168.992) by adding section 18a. Secretary Jocelyn Benson, the Michigan Secretary of State, testified in support of SB 117 (H-2) and SB 297. Questions and discussion followed. Liz Snell testified in support of SB 117 (H-2) and SB 297. Tripp Adams, representing Military Members & Frontline Civilians, testified in support of SB 117 (H-2) and SB 297. Questions and discussion followed. The following people submitted a card in support of SB 117 (H-2) and SB 297, but did not wish to speak: Mary Clark & Justin Roebuck, representing the Michigan Association of Municipal Clerks, the Michigan Association of County Clerks, and the Council of Election Officials. Representative Bollin. Representative Sheppard moved to adopt substitute (H-2) to SB 117. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. The motion did not prevail 2- 5-0: UNFAVORABLE ROLL CALL Yeas: Reps. Guerra, Hope. Nays: Reps. Calley, Sheppard, Hornberger, Marino, Paquette. Pass: None. Representative Sheppard moved to refer Senate Bill No. 117 to the Committee on Ways and Means, with recommendation as substitute (H-2). The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Nays: None. Pass: None. Representative Sheppard moved to refer Senate Bill No. 297 to the Committee on Ways and Means. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Nays: None. Pass: None. The Chair laid HB 4678 before the committee: HB 4678 (Rep. Yaroch) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 683 (MCL 168.683), as amended by 2018 PA 120. Representative Yaroch testified in support of HB 4678 (H-2). Questions and discussion followed. Justin Roebuck & Joe Rozell, representing Ottawa County Clerk & Oakland County Elections Director, testified in opposition to HB 4678 (H-2). The following people submitted a card with a support of HB 4678 (H-2), but did not wish to speak: Tom Frazier, representing the Michigan Townships Association. Nays: None. Pass: None. The Chair laid HB 5543 before the committee: HB 5543 (Rep. Paquette) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 759 (MCL 168.759), as amended by 2018 PA 603. Representative Paquette testified in support of HB 5543. Questions and discussion followed.
