- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, March 4, 2020 12:00 PM Room 521, House Office Building The House Standing Committee on Local Government and Municipal Finance was called to order by Chair Lower. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Markkanen, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Absent/Excused: Rep. Eisen. The Chair laid SB 350 before the committee: SB 350 (Sen. LaSata) A bill to amend 1895 PA 3, entitled "The general law village act," by amending section 18 (MCL 69.18), as amended by 1984 PA 179. Senator LaSata testified in support of SB 350; Bret Witkowski, Berrien County Treasurer; and Lois Jones, Village of Three Oaks Treasurer, testified in support of SB 350. The following person submitted a card in support of SB 350, but did not wish to speak: Chris Hackbarth, representing the Michigan Municipal League. The Chair laid SB 712 and SB 713 before the committee: SB 712 (Sen. Bumstead) A bill to amend 1895 PA 3, entitled "The general law village act," by amending sections 10 and 13 of chapter II and section 5 of chapter V (MCL 62.10, 62.13, and 65.5), section 13 of chapter II as amended by 2003 PA 305 and section 5 of chapter V as amended by 1998 PA 255. SB 713 (Sen. Bumstead) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 381 (MCL 168.381), as amended by 2018 PA 120. Travis Chapman, representing Senator Bumstead, Chris Hackbarth and John Schrier, both representing the Michigan Municipal League, all testified in support of SB 712 and SB 713. The Chair laid HB 4159 before the committee: HB 4159 (Rep. Iden) A bill to amend 1996 PA 381, entitled "Brownfield redevelopment financing act," by amending sections 2, 8, 13, 13b, and 16 (MCL 125.2652, 125.2658, 125.2663, 125.2663b, and 125.2666), section 2 as amended by 2018 PA 203, section 8 as amended by 2016 PA 471, and sections 13, 13b, and 16 as amended by 2017 PA 46. At 12:34 PM, the Chair laid the committee at ease. At 12:35 PM, the Chair called the committee back to order. Representative Iden, Carrie Geyer, representing the Michigan Department of Environment, Great Lakes & Energy, and Lori Mullins, representing the Michigan Economic Development Corporation, all testified in support of HB 4159. The following person submitted a card in support of HB 4159, but did not wish to speak: Jen Rigterink, representing the Michigan Municipal League. Representative Calley moved to excuse Representative Eisen from the meeting. There being no objection the motion prevailed by unanimous consent. Representative Paquette moved to adopt the meeting minutes from February 26, 2020. There being no objection, the motion prevailed by unanimous consent.
