HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, October 1, 2025 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Myers-Phillips and Wooden. Absent: Reps. Arbit and Foreman. Excused: Reps. Arbit and Foreman. Representative Wortz moved to adopt the meeting minutes from September 24, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4427 before the committee: HB 4427 (Rep. St. Germaine) A bill to amend 1976 PA 390, entitled "Emergency management act," (MCL 30.401 to 30.421) by adding section 10a. The committee adoptedsubstitute (H-1) for HB 4427 at on the September 10, 2025, meeting. Representative St. Germaine moved to adopt substitute (H-3) to HB 4427. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Myers-Phillips and Wooden. Nays: None. Pass: None. Representative St. Germaine moved to report out HB 4427 with recommendation, as substitute (H-3). The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Myers-Phillips and Wooden. Nays: None. Pass: None. The following people submitted a card in support of HB 4427, but did not wish to speak: David Lossing, representing the Huron River Watershed. Megan Tinsley, representing the Michigan Environmental Council. The Chair laid a presentation on the MSU Circular Economy Institute before the committee. Dr. Rex LaMore, representing the Michigan State University Center for Community and Economic Opportunity, and Samantha Truesdell, representing the Whirlpool Corporation, gave a presentation on transitioning Michigan to a circular economy. Questions and discussion followed. Representative Wortz moved to excuse Representatives Arbit and Foreman from the meeting. There being no objection the motion prevailed by unanimous consent.
