JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Tuesday, March 10, 2020 10:30 AM Room 327, House Office Building The House Standing Committee on Transportation was called to order by Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Afendoulis, Sneller, Clemente, Yancey, Haadsma, Shannon. Absent/Excused: None. At 10:35 AM, the Chair laid the committee at ease. At 10:36 AM, the Chair called the committee back to order. Representative Cole moved to adopt the meeting minutes from March 3, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 585 before the committee: SB 585 (Sen. Bumstead) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," by amending sections 11 and 14 (MCL 250.1011 and 250.1014), and by adding section 14a. The Chair read a letter from Senator Bumstead in support of SB 585. Representative Sneller moved to adopt substitute (H-1) to SB 585. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Barrett) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 221 and 310 (MCL 257.221 and 257.310), section 221 as amended by 1998 PA 64 and section 310 as amended by 2018 PA 177. SB 279 (Sen. Hertel) A bill to amend 2008 PA 23, entitled "Enhanced driver license and enhanced official state personal identification card act," by amending section 5 (MCL 28.305), as amended by 2018 PA 606. HB 5541 (Rep. Liberati) A bill to amend 1972 PA 222, entitled "An act to provide for an official personal identification card; to provide for its form, issuance and use; to regulate the use and disclosure of information obtained from the card; to prescribe the powers and duties of the secretary of state; to prescribe fees; to prescribe certain penalties for violations; and to provide an appropriation for certain purposes," by amending sections 1 and 2 (MCL 28.291 and 28.292), section 1 as amended by 2018 PA 605 and section 2 as amended by 2018 PA 669. Representative Liberati testified in support of SB 278, SB 279 and HB 5541. Questions and discussion followed. Representative Liberati testified to the proposed amendments to SB 278 and SB 279. Kellie Dean, representing the Xavier DeGroat Autism Foundation, testified in support of SB 278 and SB 279. Amend page 3, line 19, after "has" by striking out the balance of the line through "conditions" on line 20 and inserting "a health condition". 2. Amend page 3, line 21, after "stop" by inserting a comma and "including, but not limited to, any of the following". 3. Amend page 3, line 23, after "autism" by inserting "spectrum". 4. Amend page 11, line 19, after "has" by striking out "1 or more of the following health conditions" and inserting "a health condition". 5. Amend page 11, line 20, after "stop" by inserting a comma and "including, but not limited to, any of the following". 6. Amend page 11, line 22, after "autism" by inserting "spectrum". Representative Sneller moved to adopt the amendments to SB 278. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Amend page 4, line 20, after "license" by inserting "or enhanced official state personal identification card, as applicable,". 3. Amend page 4, line 24, after "license" by inserting "or enhanced official state personal identification card". 4. Amend page 4, line 28, after "257.310" by inserting "and under section 1(16) of 1972 PA 222, MCL 28.291". 5. Amend page 4, line 29, after "license" by inserting "or an enhanced official state personal identification card". 6. Amend page 5, line 3, by striking out all of enacting section 1 and inserting: "Enacting section 1. This amendatory act does not take effect unless all of the following bills of the 100th Legislature are enacted into law: (a) Senate Bill No. 278. (b) Senate Bill No. or House Bill No. (request no. 04548'19 *).". Representative Sneller moved to adopt the amendments to SB 279. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps.
