JASON M SHEPPARD CHAIR COMMITTEE MEETING MINUTES Wednesday, March 11, 2020 3:37 PM Room 352, House Appropriations, State Capitol Building The House Standing Committee on Government Operations was called to order by Chair Sheppard. The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent/Excused: None. Representative Cole moved to adopt the meeting minutes from February 27, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5576 and HB 5580 before the committee: HB 5576 (Rep. Frederick) A bill to establish certain financial aid programs for certain residents of this state seeking associate degrees or industry-recognized certificates or credentials from certain educational and jobs training programs; to provide for the administration of the financial aid programs; and to prescribe certain powers and duties of certain state officers, agencies, and departments. HB 5580 (Rep. Anthony) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 256 (MCL 388.1856), as amended by 2019 PA 62. Representative Frederick and Representative Anthony testified in support of HB 5576 and HB 5580. Questions and discussion followed. Representative Lilly moved to adopt substitute (H-1) to HB 5576. Pass: None. The Chair laid HCR 17 before the committee: HCR 17 (Rep. Sheppard)A concurrent resolution to urge the United States Secretary of Health and Human Services to appeal the federal court ruling invalidating the waiver for Michigan’s Medicaid work requirements, defend the waiver, and uphold its intended purpose of encouraging self-sufficiency. Chairman Shepherd testified in support of HCR 17. Questions and discussion followed. The following person submitted a card in support of HCR 17, but did not wish to speak: Amanda Fisher, representing the National Federation of Independent Business of Michigan.
