- HOUSE OF REPRESENTATIVES COMMITTEE ON WAYS AND MEANS REP. BRANDT IDEN CHAIR COMMITTEE MEETING MINUTES Thursday, March 12, 2020 10:30 AM Room 352, House Appropriations, State Capitol Building The House Standing Committee on Ways and Means was called to order by Chair Iden. The Chair requested attendance be called: Present: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Meerman, Warren, Byrd, Hertel, Bolden. Absent/Excused: None. The Chair laid HB 4303 before the committee: HB 4303 (Rep. Hoitenga) A bill to provide for the official time followed in this state; and to provide for the elimination of daylight savings time in this state. Representative Hoitenga testified in support of HB 4303. The following people submitted a card in support of HB 4303, but did not wish to speak: Rebecca Park, representing the Michigan Farm Bureau. The Chair laid HB 4922 before the committee: HB 4922 (Rep. Johnson) A bill to repeal 1899 PA 188, entitled "Michigan estate tax act," (MCL 205.201 to 205.256). Representative Johnson testified in support of HB 4922. Amanda Fisher, representing the National Federation of Independent Business, testified in support of HB 4922. The following people submitted a card in support of HB 4922, but did not wish to speak: Rebecca Park, representing the Michigan Farm Bureau. David Worthams, representing the Michigan Bankers Association. The Chair laid HB 5059 before the committee: HB 5059 (Rep. Slagh) A bill to amend 1996 PA 381, entitled "Brownfield redevelopment financing act," (MCL 125.2651 to 125.2670) by adding section 15b. Representative Slagh testified in support of HB 5059. Chris Glass, representing the West Michigan Talent Triangle, testified in support of HB 5059. The Chair laid HB 5217 and HB 5218 before the committee: HB 5217 (Rep. Iden) A bill to prohibit postsecondary educational institutions in this state and certain athletic organizations from preventing a college athlete from receiving compensation for the use of his or her name, image, likeness rights, or athletic reputation. HB 5218 (Rep. Tate) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by repealing section 411e (MCL 750.411e); and to repeal acts and parts of acts. Representative Iden testified in support of HB 5217 and HB 5218. Representative Tate testified in support of HB 5217 and HB 5218. Daniel Hurley, representing the Michigan Association of State Universities, testified with no position on HB 5217. Representative Warren moved to adopt the meeting minutes from March 10, 2020. There being no objection, the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Brandt Iden adjourned the meeting at 11:06 AM.
