JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, May 13, 2020 11:00 AM Room 519, House Office Building The House Standing Committee on Local Government and Municipal Finance was called to order by Chair Lower. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Markkanen, Paquette, Ellison, Sowerby, Garza. Absent/Excused: Reps. Hope, Kuppa. The Chair laid HB 5766 before the committee: HB 5766 (Rep. Hauck) A bill to amend 1973 PA 186, entitled "Tax tribunal act," (MCL 205.701 to 205.779) by adding section 37a. Representative Marino moved to adopt substitute (H-1) to HB 5766. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Markkanen, Paquette, Ellison, Sowerby, Garza. Nays: None. Pass: None. Representative Hauck testified in support of HB 5766. Dan Papineau, representing the Michigan Chamber of Commerce, testified in support of HB 5766. Judy Allen, representing the Michigan Townships Association, testified with a neutral position on HB 5766. The following people submitted a card in support of HB 5766, but did not wish to speak: Mike Johnston, representing the Michigan Manufacturer's Association. Alexa Kramer, representing the Grand Rapids Chamber of Commerce. James Ryan, representing the Commercial Real Estate Association. Amanda Fisher, representing the National Federation of Independent Businesses. Bill Wortz, representing the Michigan Association of Realtors. Micah Babcock, representing the Small Business Association of Michigan. The following people submitted a card in opposition to HB 5766, but did not wish to speak: Curtis Holt, representing the City of Wyoming. The following people submitted a card in support of HB 5766, but due to the time constraints were unable to speak: Mark Hilpert, representing Honigman. Representative Marino moved to refer House Bill No. 5766 to the Committee on Ways and Means, with recommendation as substitute (H-1). The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Markkanen, Paquette, Ellison, Sowerby, Garza. Nays: None. Pass: None. Representative Ellison moved to excuse Representatives Hope and Kuppa from the meeting. There being no objection the motion prevailed by unanimous consent. Representative Howell moved to adopt the meeting minutes from March 11, 2020. There being no objection, the motion prevailed by unanimous consent.
