HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION REP. JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, May 13, 2020 12:00 PM Room 519, House Office Building The House Standing Committee on Transportation was called to order by Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Afendoulis, Sneller, Clemente, Haadsma, Shannon. Absent/Excused: Rep. Yancey. Representative Alexander moved to adopt the meeting minutes from March 10, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4721 before the committee: HB 4721 (Rep. LaFave) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 301 (MCL 257.301), as amended by 2011 PA 159. The Chair explained proposed substitute (H-1) to HB 4721. Representative Howell moved to adopt substitute (H-1) to HB 4721. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Afendoulis, Sneller, Clemente, Haadsma, Shannon. Nays: None. Pass: None. Representative LaFave testified in support of HB 4721 as substitute (H-1). Questions and discussion followed. Adam Reams and James Fackler, representing the Michigan Department of State, testified in opposition to HB 4721 as substitute (H-1). Representative Sheppard moved to refer House Bill No. 4721 to the Committee on Judiciary, with recommendation as substitute (H-1). The motion prevailed 8-4-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Afendoulis. Nays: Reps. Sneller, Clemente, Haadsma, Shannon. Pass: None. Representative Sneller moved to excuse Representative Yancey from the meeting. There being no objection the motion prevailed by unanimous consent.
