KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Wednesday, May 27, 2020 4:42 p.m. Room 352, House Appropriations, State Capitol Building The House Standing Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Farrington, Hoitenga, Wozniak, Garrett, Liberati, Brenda Carter, Cynthia Johnson. Absent/Excused: None. Representative Rendon moved to adopt the meeting minutes from March 11, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4783 and HB 5474 before the committee: HB 4783 (Rep. Kahle) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 136b (MCL 750.136b), as amended by 2016 PA 488. HB 5474 (Rep. Calley) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 16g of chapter XVII (MCL 777.16g), as amended by 2018 PA 374. Representative Garrett moved to adopt substitute (H-1) to HB 4783. The motion prevailed 9- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Farrington, Hoitenga, Wozniak, Garrett, Liberati, Brenda Carter, Cynthia Johnson. Nays: None. Pass: None. Representative Wozniak moved to adopt substitute (H-1) to HB 5474. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Farrington, Hoitenga, Wozniak, Garrett, Liberati, Brenda Carter, Cynthia Johnson. Nays: None. Pass: None. Representative Bronna Kahle, the bill sponsor for HB 4783, explained HB 4783 and HB 5474, as amended, and introduced Megan and Brandon VanEtten, who testified in support of the bills. Questions followed. Angela J. Borders, Chief Assistant Prosecutor for Lenawee County, testified in support of HB 4783 and HB 5474, as amended. Questions followed. Jean Doss, representing the Michigan Coalition to End Domestic Violence, testified in opposition to HB 4783. Amy Zaagman, Executive Director for the Michigan Council for Maternal and Child Health, submitted a card in support of HB 4783 and HB 5474, but did not wish to speak. Emily A. Hopkins, MSW, submitted written testimony in support of HB 4783, which is attached. There being no further business before the committee, Representative Carter moved to adjourn the Committee. There being no objection, the motion prevailed by unanimous consent.
