HOUSE OF REPRESENTATIVES COMMITTEE ON COMMUNICATIONS AND TECHNOLOGY REP. MICHELE HOITENGA CHAIR COMMITTEE MEETING MINUTES Thursday, May 28, 2020 10:30 AM Room 426, State Capitol Building The House Standing Committee on Communications and Technology was called to order by the Chair Hoitenga. The Chair requested attendance be called: Present: Reps. Hoitenga, Steven Johnson, Wozniak, Coleman. Absent/Excused: Rep. Chirkun. Representative Steven Johnson moved to adopt the meeting minutes from December 11, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5602 before the committee: HB 5602 (Rep. Wakeman) A bill to amend 1972 PA 230, entitled "Stille- DeRossett-Hale single state construction code act," by amending section 28a (MCL 125.1528a), as amended by 2018 PA 332. Henry Wolf, representing the Office of Representative Wakeman, testified in support of HB 5602. At 10:34 AM, the Chair laid the committee at ease. At 10:35 AM, the Chair called the committee back to order. Representative Coleman offered the following amendment to HB 5602: 1. Amend page 2, line 3, after "associated" by inserting "low-voltage". Representative Coleman moved to adopt the amendment to HB 5602. The motion did not prevail 1-3-0: UNFAVORABLE ROLL CALL Yeas: Rep. Coleman. Nays: Reps. Hoitenga, Steven Johnson, Wozniak. Pass: None. Michael Pate, representing Amarok, testified in support of HB 5602. Questions and discussion followed. Representative Steven Johnson moved to refer House Bill No. 5602 to the Committee on Ways and Means. The motion prevailed 4-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hoitenga, Steven Johnson, Wozniak, Coleman. Nays: None. Pass: None. The Chair laid HCR 15 before the committee: HCR 15 (Rep. Frederick) A concurrent resolution to encourage technology companies and application developers to establish a third-party organization to assign application software ratings and descriptions and impose sanctions for noncompliance. Representative Frederick testified in support of HCR 15. Questions and discussion followed. The Chair laid the presentation by the Michigan Department of Technology, Management and Budget on the CMIC Grant Program before the committee: Bree Anderson and Pam Matelski, both representing the Michigan Department of Technology, Management and Budget, gave the presentation. Questions and discussion followed. Representative Steven Johnson moved to excuse Representative Chirkun from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Michele Hoitenga adjourned the meeting at 11:30 AM.
