HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES AND VETERANS REP. KATHY SCHMALTZ CHAIR COMMITTEE MEETING MINUTES Tuesday, October 21, 2025 Noon. Room 307, House Office Building The House Committee on Families and Veterans was called to order by Chair Schmaltz. The Chair requested attendance to be called: Present: Reps. Schmaltz, Wozniak, Fox, Johnsen, Pavlov, Woolford, Young, Byrnes, Rheingans and Xiong. Absent: Rep. Thompson. Excused: Rep. Thompson. Representative Johnsen moved to adopt the meeting minutes from September 16, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HCR 1 before the committee: HCR 1 (Rep. Wozniak) A concurrent resolution to urge the Governor of Michigan to issue an executive directive that would require administrating agencies to assess if the implementation of their programs reduce Adverse Childhood Experiences (ACEs) and provide an annual report and data to the Legislature and general public about progress in reducing ACEs in Michigan. Representative Wozniak and Lisa Farnum, representing the Michigan Association of Health Plans, testified in support of HCR 1. Questions and discussions followed. The following people submitted a card in support of HCR 1, but did not wish to speak: Colin Ford, representing the Michigan Chapter of the American Academy of Pediatricians. Crystal D'Agostino, representing the National Kidney Foundation of Michigan. Richard Murdock, representing R.B. Murdock Consulting. Amy Zaagman, representing the Michigan Council for Maternal + Child Health. Bianca Miles. Christine Shearer, representing the Michigan Association of Health Plans. Angie Flores De La Paz. Kadi Prout, representing the Michigan Federation for Children + Families. Amy Stagg. Jacqueline Lenderman. Ashara Shepard - Lance, representing ASL Educational Consulting. Bart Demeter, representing CASA. Jessica Camp, representing Healing Centered Restorative Engagement. The Chair laid HB 4959 before the committee: HB 4959 (Rep. Schmaltz) A bill to amend 1979 PA 152, entitled "State license fee act," (MCL 338.2201 to 338.2277) by adding section 38b. Representative Fox moved to adopt substitute (H-1) to HB 4959. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schmaltz, Wozniak, Fox, Johnsen, Pavlov, Woolford, Young, Byrnes, Rheingans and Xiong. Nays: None. Pass: None. The following person submitted a card in support of HB 4959, but did not wish to speak: Robert Kennedy, representing the Michigan Guardianship Association. Chair Schmaltz laid a presentation on Camp Valor before the Committee. Mike Brandow gave a presentation on Camp Valor. Questions and discussions followed. Representative Pavlov moved to excuse Representative Thompson from the meeting. There being no objection the motion prevailed by unanimous consent.
