BRANDT IDEN CHAIR COMMITTEE MEETING MINUTES Wednesday, June 3, 2020 10:00 AM Room 352, House Appropriations, State Capitol Building The House Standing Committee on Ways and Means was called to order by Chair Iden. The Chair requested attendance be called: Present: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Meerman, Warren, Byrd, Hertel, Bolden. Absent/Excused: None. Representative Lilly moved to adopt the meeting minutes from May 27, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 686 before the committee: SB 686 (Sen. Barrett) A bill to prohibit a state department or agency or a member or office of the senate or house of representatives from taking disciplinary action against certain state employees for communicating with certain individuals in the legislative branch. Tim Langholz, representing Senator Barrett's Office, testified in support of SB 686. The Chair laid SB 173 before the committee: SB 173 (Sen. Stamas) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 676d (MCL 257.676d), as added by 2014 PA 303. Brian Shoaf, representing Senator Stamas's Office, testified in support of SB 173. The Chair returned to SB 686: Representative Lilly moved to report out SB 686 with recommendation. Howell) A bill to allow local governments and certain authorities to withhold payment under certain conditions to contractors on an asbestos abatement project; to provide for mandatory contract conditions on certain asbestos abatement projects; to provide for certain disclosures; and to prescribe the powers and duties of certain local officials. HB 5047 (Rep. Garrett) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding sections 5519 and 5519a. HB 5048 (Rep. VanSingel) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding section 5519b. HB 5049 (Rep. Sowerby) A bill to prohibit certain public entities from entering into certain contracts with certain entities that remove or abate asbestos; to require certain entities to disclose certain information when bidding on certain contracts with public entities; and to impose certain duties and responsibilities on certain public entities. HB 5050 (Rep. Howell) A bill to prohibit certain public entities from entering into certain contracts with certain entities that remove or abate asbestos; to require certain entities to disclose certain information when bidding on certain contracts with public entities; and to impose certain duties and responsibilities on certain public entities. Mike Goschka, representing Representative Howell's Office, testified in support of HB 5046, HB 5047, HB 5048, HB 5049 and HB 5050.
